[OVERVIEW]
Pelipper differentiates itself from the other bulky Water-types in Wailord, Dewgong, and Whiscash by being immune to Spikes and taking neutral damage from Grass-type attacks. These factors increase Pelipper's longevity, since it's not exposed to constant chip damage and is not at risk of being removed by Hidden Power Grass from Flareon or Torkoal as easily as other Water-types are. Additionally, Pelipper is a rather solid Hitmonchan check, only fearing the not-so-common Rock Slide, and handles other threats like Metang rather well. Unfortunately, Pelipper is unable to check Rock- and Water-types like Relicanth, Pupitar, and Wailord as favorably as other bulky Water-types, and it's unable to reliably perform as anything other than a wall due to being outclassed offensively by other Water-types like Huntail, Wailord, and Dewgong.

Set Description
=========
Surf lets Pelipper force out Fire-types like Flareon and Torkoal, while Ice Beam prevents Grass-types such as Roselia, Bellossom, and Cacturne from freely switching into it. Toxic is an alternative to Ice Beam that allows Pelipper to cripple opposing Water-types in Wailord and Dewgong. Rest increases Pelipper's longevity and cleanses it of poison from Pokemon like Hitmonchan and Metang. Sleep Talk makes it harder for foes to take advantage of Pelipper while it's asleep. Maximum HP and Defense investment with a Bold nature helps Pelipper switch into Pokemon like Hitmonchan, Metang, and Murkrow more reliably, while the remaining 4 EVs are thrown into Speed so Pelipper outspeeds uninvested Roselia.
It's very important to be cautious when switching into certain Pokemon; offensive Hitmonchan variants sometimes carry Rock Slide for Flying-types like Pelipper, and Metang almost always has Explosion, which can heavily dent Pelipper. Although Surf is a relatively low-drawback move to use, it's helpful to predict switches to Roselia and Cacturne by using Ice Beam, which helps dissuade them from setting Spikes. Similarly, using Toxic is a good way to punish Water-type wallbreakers in Wailord and Dewgong that may switch into Pelipper. Thanks to Pelipper's Spikes immunity, it doesn't have to worry as much about switching out after using Rest, so don't feel obligated to keep Pelipper in to brute force through sleep turns.
Team Options

Since Pelipper is incredibly vulnerable to Electric-type attacks, it appreciates Pokemon like Roselia and Lickitung that can switch into such attacks; additionally, both provide cleric support and check offensive Water-types well. Pelipper also benefits from Rock-type checks like Hitmonchan and Chimecho. Pokemon like Pikachu, Lickitung, and Chimecho appreciate Pelipper's handling of Hitmonchan as well as Metang, which threatens to power through the latter two with its strong Meteor Mash.

Other Options
=============
Protect can be considered over Rest to scout for lure moves as well as rack up poison damage and Leftovers recovery, although Rest is preferred because it significantly increases Pelipper's longevity. Hidden Power Flying lets Pelipper deal with Roselia and Hitmonchan more effectively. Offensive sets with Agility are feasible due to Pelipper's good coverage, but other offensive Water-types provide more utility or power and are thus preferred.
Checks and Counters
===================
**Electric-types**: Pikachu, Plusle, and Minun all outspeed Pelipper and OHKO it with Thunderbolt. Furthermore, forcing Pelipper out allows them to set Substitute.
**Water-types**: Wailord and Dewgong dislike being poisoned by Toxic, although they take little damage from Pelipper's attacks and OHKO it in return with Hidden Power Electric. Octillery can viably use Lum Berry to prevent Pelipper's Toxic from being as annoying and easily OHKOes it with Hidden Power Electric.
**Roselia**: Roselia isn't 2HKOed by Pelipper's Ice Beam and can set Spikes fairly safely against it.
