What's GSC? Another question: Can someone explain all of the abbreviations?
GSC means Gold, Silver, Crystal. The abbreviations are to show which generation. So ORAS is Omega Ruby Alpha Sapphire, RBY is Red, Blue, Yellow, etc.
Gen 1: RBY
Gen 2: GSC
Gen 3: ADV
Gen 4: DPP
Gen 5: BW and B2W2 (or BW2)
Gen 6: XY and ORAS
Why is third gen ADV instead of RSE or something like that?
ADV and RSE are the same thing. ADV stands for Advance, RSE is Ruby Sapphire Emerald, which is Gen 3 which is ADV.
What are some good ways to reliably deal with Gengar even if you don't know what set it is running? I find that most things I have to deal with it are either crippled by Will-O-Wisp or don't appreciate taking one of its coverage moves.
Most of the time Gengar is LO 3 Atks with either sub (50% usage) Taunt (20% usage) D-Bond (12% usage) or Wisp (14% usage)
This set has very limited switchins, especially when playing balance or offense, but can be beaten by a few things: Specially defensive Gliscor with Knock Off, Assault Vest Tornadus-T, Scarf Tyranitar (watch out for focus blast) and many scarfers like Mold Breaker Excadrill and priority users like Talonflame can easily OHKO it because of its frailty. If you don't have these when playing offense, you often have to sac a pokemon in order to get a free switchin and kill Gengar, or get a pokemon like Raikou weakened a lot when switching into Gengar.
Other sets outside of LO 3 Atks often only have 2 attacks: Shadow Ball and Focus Blast. The lack of Sludge Wave makes it much easier to switch into and while it is still pretty hard to wall, pokemon like Clefable, Mandibuzz and Chesnaught easily defeat sets lacking Sludge Wave but you need to scout for it. These checks can eventually be beaten by sets like SubDisable or LO Hex, but other teammates can handle it much easier in that case, because Gengar needs to give up coverage moves.
My advise is to always assume the set Gengar runs is Life Orb with Sludge Wave, Focus Blast and Shadow Ball. You really need to abuse its low bulk and weaknesses to stuff like Sucker Punch and Pursuit when you see this set. But with stuff like Scarftar and Tornadus-T, you can often play around it relatively well.
Lum Berry SD is a set you can try to break down defensive cores, with Mold Breaker or even Sand Rush for stuff like saving yourself from little scald burns. After that you're just choosing counter teams based on the item like resist berries, which is fine, but it's not like there's some sort of enormous movepool for Excadrill.
What are some reliable ways to deal with Weavile other than scarfers? Most of the things I use to deal with it are either outsped or 2HKOed by Ice Shard.
Priority users such as Scizor can easily defeat it. Physical walls such as Skarmory are also good answers to it. Azumarill and Keldeo can also check it.
Keldeo, Ferrothorn, Azumarill, Bisharp (non-low kick variants), Mega Charizard X, Mega Gyarados, Mega Slowbro, Mega Scizor, and others.
Mega Venusaur, Azumarill, Mega Houndoom, Kelfki, Suicune, Bulky Mega Scizor and Slowbro all work to varying degrees. Skarm and Mega Sableye work well on pure stall.
Edit: Dang ninjas. I would be careful with Mega Gyara and Ferro, as they can be lured by Low Kick which is the most common 4th move iirc.

What are some good ways to deal with kyurem-B on balanced ? .-.
Clefable (iron head is rare), mega and non mega scizor, conkeldurr, ferrothorn (hp fire is a thing but hey), and then just faster mons with a super effective Attack - not too hard to put on balance considering Kyurem-b is pretty slow.
The scarfed set has some reliable switchins such as Jirachi, Mega Scizor, Clefable and Sylveon, though they lose versus the right coverage (Iron Head, HP Fire)
LO sets have very limited switchins on balance (SpDef Jirachi is probably the best on balance) but because of the average speed and a bad defensive typing, it is not hard to keep pressure on it or revenge kill it.
