Yes you're allowed to nominate a Pokemon that was nominated before for a different team slot.
Just wondering, what do the specific EVs do?
They allow Mega Houndoom to survive a Choice Banded Talonflame's Brave Bird. They also allow Houndoom to live 3 Seismic Tosses from Chansey, if I recall correctly.

Adding Reuniclus as our first mon leaves us open to two big things, Knock Off and U-Turn. Cobalion absorbs Knock-Offs like a king, not really minding the loss of item as it gets a nice boost in attack, and it drinks in all the U-Turns with its nice 4x resistance and fantastic physical bulk. It also breaks through all the steel and dark types that Reuniclus can struggle to break through, such as Ferrothorn, Heatran and Bisharp, And either swiftly disposes of them or predicts the switch and uses U-Turn, giving us momentum and possibly bringing in a 'Mon that is set up bait for reuniclus, as most fighting type switch-ins either don't appreciate Reun's Psychic STAB or are just passive and easy for Reun to set up on. Cobal also provides us with a reliable user of Stealth Rock, which is useful to have early on in team building. If we add another 'Mon down the line that is a more reliable setter of stealth rock, then SR can be replaced with taunt to prevent the opposing team from getting up rocks and restricting the opposing teams use of recovery moves.

Cobalion does leave us with a magnified Mega-Sableye weakness however, but M-Sab is an easy 'Mon to take advantage of and can be dealt with later on in team building.

(also we don't really want to be wasting our mega slot so early guys, we should think carefully about our mega 'Mon)

Even the worst of players (eg. Myself) can find a way to put in work with the Sweet Prince.
Reasoning: Manaphy doesn't hit as hard but sets up more and is faster than Reuniclus. Secondary special attacker+win condition.

Not a huge fan of building around megas until I get some basic necessities like Rocks in.

from all noms hippo is the best, sr support + it checks a lot of stuff + recovery, tho that would problably end in a standard semi-stall esque + spikes + cm reuni as win con. i don't think gliscor is that good as an inmediate partner, i mean scor is very splashable, but adds 0 to help / support reuni, other than switch in. hazards and chip damage (rocky, barbs, rs, etc) are the best way to help cm reuni (spikes being really really good is why reuni had popped as a threat in oras), and from the noms seems like this gonna take a more bulky route, so hippo does the job of sr + sturdy wall. chomp would work too, but lack of recovery means you need to reinforce more on physical side.
 
It's close between tank chomp and Mega Altaria but I'm going to go for tank chomp purely because rox and, the way this team is shaping out, it looks like we'll be choosing Altaria for our mega anyway though I'd like to keep the mega slot free for the time being. (But seriously guys we're gonna have to choose a mega soon.)
