It makes sense from a lower tiering perspective but OU won't be really effected by it what so ever. Confined has no real impact other than providing a pretty team specific spin blocker against opposing Starmies, while being outclassed by Hoopa-U. Hoopa-U is a threat to slower balance but a lot of teams aren't that slow to the point where Hoopa-U makes them a total liability. It's more of a problem for stall if anything. The scarf set provides a decent revenge killer that can ravage some offensive teams seeing as how Dark and Electric are two types lots of offense have trouble coping with.In your opinion, what impact has Hoopa (both Confined and Unbound) made to OU?

Lol. My worst subject in school was English, mostly for the fact I never cared about it. It also ties in with the second part of your question cause analyzing books I always thought was counter productive when I considered writing skills more important for the real world. They teach you a lot of bullshit in high school you'll never use and prolong the high school years, or at least the american ones, for 4 years when realistically it can be all done in 2 years max. I don't read any books at all as I don't enjoy them.I've never come across anyone on this site who could type as much and as well as you do. Meteor Mash, and after that it's all team specific. Normally I'll run HP Fire to lure in stuff like Scizor with some added investment. Makes stuff like a Tyrantrum sweep much more easily done. I don't really use Zen Headbutt anymore. Most time I'm spamming Meteor Mash or a coverage move anyways. I haven't used M-Gross too much lately but kind of depends on the team. Innovative capabilities doesn't necessarily win you matches cause consistency is going to be based on a combination of meta-game knowledge and applying said knowledge in actual battle. Over-reacting comes from what I find is a lack of confidence in yourself and perhaps your team. At most in any battle there's going to be maybe 3 or so specific threats to your team while the others by all means need to be taken into account, but they won't be what's winning the game. Isolating the actual threats in the game and making sure you're able to maintain momentum / pressure on them is what helps make a bad matchup winnable. It's why you see stupidity like Clefable just win after setting up a Calm Mind since the focus of the actual threat that was Clefable was all geared towards handling something else like, say, M-Metagross who in the end may have been a non factor if they packed multiple checks to it.I have the innovative capabilities and the knowledge of the metagame to rise up on the ladder, yet whenever I attempt to, I can never seem to rise up consistently. If you're running the VR thread, which I know you're doing with UU and good job with that btw I've been lurking, you have to pick and choose your battles and establish that it's still the call and decisions of yourself and the peers you trust in making ranking decisions. Case by case but more or less that's how I dealt with it before. I have my own ideas of rankings for OU in my head so dealing with dumb things now is just moderator related these days.How do you deal with people saying dumb things in the VR thread

Confidence is definitely one of the issues. It's mostly why I don't play with balance that often, and why I usually cannot play balance that efficiently; I lack the confidence that I can get past all of the threats to it. Balance teams are usually really susceptible to strong wall-breakers, and I lack the finesse when it comes towards pressuring opposing teams without using offensive pressure. "Innovation" only gets you so far. It still has to actually work in battle. I've made a lot of things that are really cool and thought to myself "this is going to work great in practice" when in the end it didn't because I was trying to be innovative for the sake of being innovative. You need to first learn how to win with a basic concept on a consistent level before you get more advanced and deviate from the norm. It's part of learning anything really and if you don't understand the basics you can't win with an innovation.
Keeping track of meta-trends is super important and it's also important what meta-trends you're following. The ladder goes into sort of these, sections, I guess you can call it. You have the noobs that get 6-0'd by M-Garde, the noobs that get 6-0'd by Talonflame, noobs that get 6-0'd by Char-X, and as you go higher and higher the trends stabilize to some more consistent stuff such as building upon archtypes such as M-Sableye Stall and Mega Altaria Balance squads. In the end though it all comes from playing against these threats and using them. Your over-reaction is a legitimate concern I see with a lot of new guys but it always falls back on their lack of confidence in the face of pressure and this is going to show in battle which by then they'll capitalize and take the control.
Just get a basic consistent team going like bulky offense for example, don't get too into the whole innovation thing it's overrated and not needed for ladder, and know most of the time there isn't too many risks or crazy doubles you'll have to make until you face guys up at the top. Even then it's getting used to a systematic form of playing, which you start to get from playing guys and girls better than yourself.
