[SET COMMENTS]
  • Much more effective Kyogre check than other versions of Palkia due to recovery and little concern for Thunder paralysis. Biggest draw to the set is the ability to check Kyogre more easily.
  • Very fast, allowing Palkia to phaze out a good portion of the meta before they can move 2/3rds of the time while sleeping.
  • Having both Dragon Tail and Roar gives a 2/3 chance to phaze while sleeping.
[ADDITIONAL COMMENTS]
  • Needs entry hazards. Ferrothorn is the ideal partner for obvious reasons.
  • Needs a Dragon-type resisting partner. Again, see Ferrothorn.
  • Due to 5th Gen sleep mechanics Wish or Heal Bell / Aromatherapy support is recommended.
  • Has problems with fastmons like Mewtwo and Darkrai and Choice Scarfers, Choice Scarfers (example: CS Terrakion) and Wobbuffet make good partners to deal with these.
 
I tried this with shrang and we both thought that it was excellent in some situations but quite underwhelming in other cases ( when opponent didnt have kyogre or hazards were gone). So, it does have niche but is that niche good enough to warrant an analysis ? The thing I really liked was that near endgame, if you've managed to get rid off your opponents Ferrothorn and have got at least SR + 2 layers of Spikes, you're good for Palkia to kill your opponent off. I know Trickroom tried a Lugia set similar to this but Lugia doesnt have Palkia's nice 4x Water resistance. Also maybe you try some Def EVs ? Enough Speed to outspeed Timid Ray ? It takes hits nicely enough though and the Speed is cool.

I quite like this thing but just to be sure I'd like to test it out further.
 
I can see this having some use against stall teams, but little else. Palkia has great typing, but being weak to Dragon is what made Bulk up Palkia less viable and this set can be considered similar in that regard. It's attempting a defensive role, which is generally done better by Dialga who has more weaknesses yes, but more resistances and less common weaknesses. Not outspeeding anything awake except other phazers means that Speed is quite worthless, and asleep you actually have less then a 2/3 chance since Dtail is 90% accurate and I often find I'm quite unlucky with Dtail. Not to mention how weak Dtail is on this Palkia. Uninvested Attack, low power attack, and no boosting item means even if a Dragon gets smacked with this, unless there's a substantial amount of entry hazards it's not really going to be near death. Palkia and Ferrothorn are an easy enough combo to break down also with Dialga or any Dragon. Finally Steels wall it to death and Ferrothorn in particular will be a real prick (see what I did there?) It gets free hazards every time it comes making Palkia a slight liability.
 
I tried this set before but it disappointed me in the past. Instead of using Jolly Max Speed, I used Careful Max/max which is what Anachronism used earlier. Modest Kyogre rarely runs much Speed anyway.

Kyogre Specs Thunder does 53.1% - 62.8% on your current set, which is a clear 2HKO. You have to pick Dragon Tail or Roar with Sleep Talk or Kyogre will just destroy you. Dragon Tail also does pathetic damage to Specs Kyogre if no hazards are out. Roar just postpones Kyogre's rampage. You can't switch in repeatedly on Specs Kyogre since Thunder 2HKOes easily, doesn't look like a good counter to me. If Kyogre paralyses you on the switch in with Thunder, this Palkia is dead.

Palkia also faces severe competition from Giratina as a wall. It has more resistances and spin blocks, much bulkier and has access to both Roar and Dragon Tail. Giratina survives 2 Specs Water Spout as long as you are using the Specially Defensive set. Palkia's Dragon Tail isn't much stronger than Giratina's if you are using this set. Palkia's Speed advantage isn't of much use besides outspeeding Rayquaza when asleep or maybe some fast Reshiram.

RestTalk Lugia works sometimes because Lugia has the raw defensive sets to survive 3 hits from things such as Spacial Rend from Scarf Palkia. Also, Timid Lugia outspeeds Garchomp and Manaphy.

I don't know about this Palkia set yet, I will probably try it again. Defensive Palkia's Dragon weakness is very disappointing and you can't even force out Giratina-O if you are not asleep.
 
I tested a similar set when I wrote the original analysis and it blew, almost every QC member weighing in agreed. Defensive palkia < defensive giratina
 
I hate SpeedShuffler sets because of how unreliable they are. For it to do anything you are restricting your Pokemon to be a "wildcard" type of thing because of the random element of Sleep Talk and the sleep requirement for the set to work. This set has something of a 60% chance to do something meaningful each turn, is completely reliant on team support to work, and due to the new sleep mechanics, if you are forced out, you will probably never wake up, thus no more healing.

Specs Kyogre still 2HKOes you with Thunder and the weakness to Dragon is a huge letdown considering Palkia's rather small (although good) set of resistances. It's also completely destroyed by anything with Taunt or anything faster with a Dragon move.

I just don't buy the effectiveness of this set. If you want a Palkia that can abuse hazards, use Specs or 4 Attack Lustrous Orb that can actually stand on its own and threaten things. Palkia is just not built to be a defensive Pokemon like Dialga or Giratina.

New sleep mechanics and lack of useful resistances apart from Water and Fire plus a Dragon-type weakness makes it less useful. Also Specs Kyogre still has a 40% chance to 2HKO you with Thunder regardless.
