If the Suicune was from FR/LG, then that's normal, they all had at least quad-zero IVs due to a programming oversight.

I'm pretty sure that they weren't intended to be low, it was just a bug in the programming.

As far as I'm concerned, the crappy RNGs Nintendo uses in their games pretty much kills the prospect of a "perfect" legendary. However, those RNGs do result in some interesting scenarios--mainly because they have the tendency to produce similar results. For example, in the process of trying to get my Uxie and Giratina (each with a Bold Synchronizer on me, mind you), both of them each had a Bold one with 31/30-31/30-31 in Defense, Special Attack, and Special Defense, respectively.
Giratina - 6-7/20-21/31/30-31/30-31/23-24
Uxie (approximating) - 8-9/14-15/31/30-31/30-31/20-21 (I thought I had posted this one? Oh well.)
Oh, and I got this Hardy Azelf once, too: 14-15/20-21/30-31/31/30-31/24-25
Now I'm left wondering if a legit perfect legendary will ever be possible. Is there a PID that will produce one? <insert Twilight Zone music here>

According to yamipoli, there are 6 possible absolute perfects in the game:
3 Modests, 1 Timid, 1 Calm and 1 Lax
I myself never got more than two perfects on a legendary, but I generally get a perfect on a legendary

I was horribly worn out from SRing. When maniaclyrasist told me to reset again, I was about to, but i remembered 28 HP, 30 Def and 28 Spd might come in handy someday. The IVs might look like a fraction compared to Davy's Kyogre, but I've yet to see any Groudon in Smogon beat this

I think its IVs may have been modified, but otherwise it is completely legit. I read somewhere that there is like a 1 in 1,000,000,000,000 chance of getting a perfect IVs in all stats so it is possible that it's legit, but highly unlikely.
IIRC, there is about a 1 millisecond margin per day for the game to produce a perfect-IV'd encounter Poké. The chance you'll be SRing for a legendary and start the battle at that instant is...
Zero, basically. Hell, the chance of encountering anything at all during that timeslot is pretty much zero, even less the chance of randomly catching said Poké and it having a usable nature.
In other words...
If anyone has a Perfect-IV legendary that will check out as legit in the hack detector, I'll hunt them down and shake their hand.
