[OVERVIEW]
It's hard to find much use for Petilil in the Little Cup metagame. It's slow and not very bulky, and aside from access to Sleep Powder and niche options like Healing Wish is completely outclassed by fellow offensive Grass-type Snivy, which has a great ability in Contrary, much better Speed, and nice utility moves like Defog and Knock Off. The closest thing Petilil has to a niche is that of a self-setting sun sweeper due to the power of Solar Beam coupled with a good Special Attack stat, but such a niche is rather subpar seeing as setting up Sunny Day leaves Petilil vulnerable for a whole turn, which is especially bad for a Pokemon with the aforementioned issues of poor bulk and Speed. Even in this role, it's outclassed by Bulbasaur, Bellsprout, and even Oddish, which have better typings that make setting up easier, in addition to better bulk, power, Speed, or coverage.

Petilil can use its pure Grass typing combined with Sleep Powder to gain opportunities to set up Sunny Day. However, it's very hard for Petilil to set up properly due to its poor defenses and Speed, and despite the slight advantages brought on by its typing its very outclassed by Oddish, Bulbasaur, and Bellsprout. Petilil also fails to do much damage outside of sun, especially variants that run Solar Beam over Giga Drain. Healing Wish is another option but is rather hard to fit in and Petilil is very easy to take out outside of the sun, so it usually can't even get off a Healing Wish.

Not QC, but if you're going to mention a Sunny Day set then I feel like comparisons to Oddish and Bulbasaur or even Bellsprout are appropriate as well since they do the set almost 100% better.

From a stats perspective, Oddish has more SpA, is bulkier, and has equal speed. Bulbasaur meanwhile is notably faster, has equivalent SpA, and has more SpD while retaining equal physical bulk. Bellsprout has worse bulk, equal SpA, and only slightly more speed, but has Weather Ball and Sucker Punch to make up for it.

All three also have STAB Sludge Bomb for coverage and have an easier time setting up sun due to Poison's useful resistances, along with a resistance to Mach Punch and Vacuum Wave. The only possible advantage Petilil has is an ability to maybe set up on Abra (although even that's somewhat sketchy), slightly better setup on Mudbray and Diglett, and that's kind of it. I don't really think you should change the set, since this is probably as good as Petilil gets, but I'd suggest adding mentions of other Grass-type Sun Sweepers doing the role better in set comments.

Given that 2 QC members looked this over without stamping it and how long this has been waiting, after you implement this check give yourself an immediate 2/2. This is really well done anyway.

[OVERVIEW]
  • I'd say its outclassed by "fellow offensive Grass-type Snivy" for the sake of specificity
  • Instead of "surprising amount of power" say something like "the power of Solar Beam coupled with a good Special Attack stat"
  • I wouldn't say "Bulbasaur, Oddish, and even Bellsprout" because Bellsprout is significantly better than Oddish. I'd swap the order here

Healing Wish is another option that could potentially be run, (remove comma: this section is a bit repetitive and not really necessary) but its is rather hard to fit in, (comma) and outside of the sun Petilil is its rather easy to take out outside of sun, so it usually can't even get off a Healing Wish.
