From skimming the page on Serebii I gather it still works regardless of what stage of evo it's at.

Since they are all Jolly, be sure to make your Raichu's into the Subpunching set.

I did with mine, except you can't have Encore since it's an egg move. I've got Endeavor in place of it since I want to keep PCP's exclusive move (and he doesn't have many other good options anyway).

So basically it's actually a bit rubbish competitively :-( I was hoping to use a shiny Pikachu in less serious battles, but seems it's not to be.

Serebii has addressed this here: "If you inadvertently evolve the Pichu into a Pikachu or eventually a Raichu, the event will still work."

Anyone from the UK know of anywhere I can access wifi on the DS because my home network has incompatible security settings? I know some places like McDonalds have free wifi but you need to register to use it. Any help would be fantastic!

just posting to say the event's over in Australia and I got a Pichu with x/29/x/x/x/31.

I'm going to make it an NU Pikachu w/ Light Ball. Too bad it's got such a small physical moveset...
