Rotom uses Blizzard yet again while Krillowatt used Blizzard once as well. However, Sivanandi hasn’t been idle, dealing considerable damage to both of Flo’s pokemon. However, if Hail continues, Sivanandi may not be able to turn the situation around to his advantage. Will Sivanandi be able to turn the tide around? Using these orders to make a pre-emptive ruling.

Double Team targets are counted toward the number of targets as per the Data Audit. And while, the Data Audit also says multi-target moves hit all targets, a 3 target move is not hitting all 4 targetable Pokemon, and as such, it can be decided that line was written in a world of almost effectively Singles only.

As such, the above would have to be reffed with random targets, as well as a potential "not-real" chance due to the possibility of not hitting all the Krilowatts.

Sivanandi is offered the ability to reorder as a result of this ruling.

Well I definitely did something wrong. Please check and see if Venusaur did faint. I won’t be writing flavor just yet. Flavor now!
The first action consisted of nothing but throwing strategic status moves around, resulting in Sivanadi’s Earthquake being able to hit Rotom. Next thing Blizzards and Earthquakes are flying around. The result has slightly narrowed the gap; but Sivanandi still hasn’t gone further from imminent death.

Note: please try not to use double Team to make clones because this makes my job harder as I can’t understand what clones do. Just increase evasion :)
LOL While I sympathize, you should keep in mind that there are many, many mons that have Double Team as a (rather good!) option, and that honestly, it's best that you learn what moves like this do sooner rather than later (and, additionally, it's better to figure these out when you're reffing rather than when you're fighting them.)

If that wasn't a synchronized Earthquake and I was expecting to hit Venusaur, I would not be a happy man. But, thankfully, this Earthquake was synchronized. For some moves like Earthquake and Magnitude, it's possible to synchronize them in multi-battles so that you don't hit your allies if the synchronized moves go right after one another. Here's the quote straight from the audit (which, by the way, is a VERY helpful resource to check for all of these wacky BBP effects we have): "If allied Pokemon can attack in sequence uninterrupted by an enemy attack, they can synchronize their Earthquake and avoid damaging each other in a multi-battle."

And, just an additional note: It would be helpful to put things like the Worry Seed that I hit Rotom with under their "status" bars in the reffing. It helps keep track of these effects and how long they last so they don't slip your mind later (especially in doubles battles, where there are four mons to keep track of and much more potential for weird effects like Double Team or Worry Seed or Smack Down or whatever else you have to deal with. On that same note, it'd also help to write down Krilowatt's Rivalry in the place of Trace for the time being.

And make sure you're not forgetting hail damage for Venusaur and Nidoking (Rotom and Krilowatt are immune by virtue of Ice typing and Magic Guard, respectively)
 
Double Team makes clones. That's its effect. It doesn't raise Evasion. What clones do is covered by the NDA under Double Team.

A1: Krilowatt uses Double Team, not Ice Beam, A1, because Nidoking is under the effect of double Team

Earthquake doesn't lower SpD, that's Earth Power

Nidoking's a ground type: Earthquake should be 6 EN. It should get the +3 STAB boost too.
And, if I'm not mistaken, both Venusaur's and Nidoking's Earthquakes should be reduced by the spread move penalty, but not by THAT much: spread move penalty is 3/4 damage.

I don't see the EN cost for Kril's Double Team.

Consecutive EN cost is +4 EN every consecutive move. For instance, if John the Skorupi kept using Poison Sting many times in a row, it would cost 2 EN (STAB reduction), then 6, then 10, then 14, and so on. I think you missed that stuff for Mud-slap in the first round, and just some wrong numbers for rotom's repeated blizzards.

Hey, apparently I forgot to factor in Nidoking’s Earthquake, resulting in Krilowatt and Rotom-Frost having 15 less HP. Does this change any actions?
