Oh, nice resource. I made a Stat Boost Tier list, for reference.

Kill Everything Tier

Shell Smash 15 0 — Raises user's Attack, Special Attack, and Speed by two stages. Lower user's Defense and Special Defense by one stage.

Use Nothing Else Tier
Butterfly Dance 20 0 — Raises the user's Special Attack, Special Defense, and Speed by one stage each.
Snake Coil 20 0 — Raises the user's Attack, Defense, and accuracy by one stage each.
Cotton Guard 10 0 — Raises the user's Defense by three stages.
Tail Glow 20 0 — Raises the user's Special Attack by three stages.
Gear Change 10 0 — Raises the user's Attack by one stage and its Speed by two stages.
Minimize 20 0 — Raises the user's evasion by two stages.

Also Usable Tier
Cosmic Power 20 0 — Raises the user's Defense and Special Defense by one stage.
Swords Dance 30 0 — Raises the user's Attack by two stages.
Amnesia 20 0 — Raises the user's Special Defense by two stages.
Growth 40 0 — Raises the user's Attack and Special Attack by one stage (two stages, in Sunlight)
Agility 30 0 — Raises the user's Speed by two stages (Attack boosts increases the power of self-damage moves)

Situational Tier
Acupressure - 30 - Raises one of a friendly Pokémon's stats at random by two stages.
Body purge 15 0 — Raises the user's Speed by two stages and halves the user's weight. (could be good or bad respectively)
Curse 10 0 - Ghosts pay half their max HP to hurt the target every turn. Others decrease Speed but raise Attack and Defense (Speed drop can be used beneficially)
Stockpile 20 0 - Stores energy up to three times for use with Spit Up and Swallow
Double Team 15 0 — Raises the user's evasion by one stage. (Stomp and Hard Roller do less damage)
Dragon Dance 20 0 — Raises the user's Attack and Speed by one stage. [Gear Change denies you +6 Attack against Pressure]
Defense Curl 40 0 — Raises user's Defense by one stage. (Rollout bonus)
Charge 20 0 — Raises the user's Special Defense by one stage. User's Electric moves have doubled power next turn.
Skull Bash 15 100 100% - Raises the user's Defense by one stage. User charges for one turn before attacking.

Outclassed Tier

Calm Mind 20 0 — Raises the user's Special Attack and Special Defense by one stage. [Butterfly Dance]
Bulk Up 20 - Raises the user's Attack and Defense by one stage. [Snake Coil]
Nasty Plot 20 0 — Raises the user's Special Attack by two stages. [Tail Glow]
Work Up 30 0 — Raises the user's Attack and Special Attack by one stage each. [Growth is better in Sunlight]
Hone Claws 15 0 — Raises the user's Attack and accuracy by one stage. [Snake Coil]
Acid Armor 40 0 — Raises the user's Defense by two stages. [Cotton Guard]
Barrier 30 0 — Raises the user's Defense by two stages.
Iron Defense 15 0 — Raises the user's Defense by two stages.
Defend Order 10 0 — Raises the user's Defense and Special Defense by one stage. [Cosmic Power has more PP]
Rock Polish 20 0 — Raises the user's Speed by two stages. [Agility has more PP]

What Are You Doing tier
Sharpen 30 0 — Raises the user's Attack by one stage.
Howl 40 0 — Raises the user's Attack by one stage.
Meditate 40 0 — Raises the user's Attack by one stage.
Harden 30 0 — Raises the user's Defense by one stage.

Kind of funny how in Gen 1 Sharpen and Meditate were really rare but Swords Dance, being a TM, was learnt by absolutely loads of Pokémon...

No, you can't use PokeSav. You can only do thing that you're allowed to do in the games without any external device.

Glitch movesets are possible with the "Mimic glitch" which isn't cheating in this case.

The entire point of this game is that every moveset used must be conceivably achieved through the game, and glitches are accepted as part of it. Unreleased pokemon and unreleased dream world abilities would not be allowed, because obviously they cannot be obtained. The game follows the logic that you whatever you can get in the game, without the aid of outside sources, you can use. (I assume)

It's allowed as long as it's obtainable in-game.
 
Huh... that's pretty meh then. I was really hoping to sweep with Swift Swim Lucario or Speed Boost + Close Combat + Reliable Priority Absol.

Holy crap, I've never thought of that. I'm so going to make that for my PokeSav team. There should totally be Pokesav metagame where everything is acceptable.

Yes I did it. It's not that straight forward as I thought it would be, and it can be beaten by several ways (indirectly, but naturally we're talking about a game breaking thing).

Heal Bell heals everything but Leech Seed + Leftovers. Sheer Cold for everything but Sturdy users. Recover if you really need to or are fighting a Scrappy team (lol), Leech Seed is generally a good way to counter other Leech Seeds. Max Defense to survive Scrappy Hammer Arms and stuff, scrappies will prefer CC over Aura Sphere. Exploud's Specs Aura Sphere may be a problem, but possibly Spiritomb will survive due to its bulk before Sheer Colding it. Aura Sphere to fight against Taunts and generally is hated by Sturdy users.

EDIT: What about another non-real Scrappy users? Yeah I failed in my task, although they will hate switch in Sheer Cold.
 
Would Mold Breaker negate Wonder Guard? If so I can see something like this (see below) beating "no weakness + wonder guard" Pokemon.

Spiritomb does not get Wonder Guard, nor does it get access to any of those moves >_>

Now we can have an Azumarill with Belly Drum and Aqua Jet.

We can also have a Marowak with Belly Drum.

Actully Marowak already learns Belly Drum via breeding. What Marowak really needs is solid speed and/or a priority move.

-Extreme Speed/ Flare Blitz

Gear Change is better for the most part, but you can choose Coil if you want to boost you're already great defense, and if you want to boost the accuracy of Head Smash and Bonemerang. Extreme Speed gives you much needed priority, while Flare Blitz will send Skarmory into a firey inferno.
 
Belly Drum Ursaring with Extremespeed. Run this along with Gear Change and Shadow Force and you can pretty much own most anything that isn't double steel type
 
What is Ursaring going to force out in the first place though? Everything has Sacred Fire/Outrage/Spore/etc, and it can't take any of those.
With flame Orb it can. This is just being lolzy, so it's not really intended to sweep entire teams, just take out a few pokes
 
Since you can bring a pokemon over with any moveset, wouldn't that also mean that there are no more illegal egg move combinations, since you can breed with a glitched pokemon that has all the egg moves you want? This could possibly be beneficial to some generation V pokemon, although I haven't looked into it.
