Ok, I've got a puzzle for everyone. I don't think it'll be easy, but it shouldn't be incredibly hard either. I didn't cross-check with other Pokemon, but I'm almost positive that this is the only solution anyways.
I used libelldra's damage calculator. All damage calculations are rounded up if .5 or higher, down if .49 or lower. All damage dealt is max. Strict damage clause is active.
Both Pokemon are at level 100, no items, neutral nature, and max IVs. Pokemon X has no EVs, but because I have the attention span of a 2-year-old with ADHD, I accidentally used neutral-natured max stats for HP and DEF on Pokemon Y. It has no other EVs.
