Rising Voltage specifically doubles in power when the target is on terrain i.e. grounded. So running it over Thunderbolt does mean that for instance Specs Koko wouldn't be able to OHKO specially defensive Corviknight. (Presumably still worth it, but there is at least a small drawback.)

That's actually pretty notable for Levitate mons and makes it worse than Tbolt in several important cases (Rotom formes, Lati twins, etc.)

So I actually have two questions.

1. Meteor Beam is effectively 180 BP, meaning 'mons like Eternatus have virtual access to a Z-Move via Power Herb. Does anything else noteworthy pick up this move? Any jank ideas for Meteor Beamers?
2. What the deuce even learns Triple Axel? The only 'mons that come to mind are Mr. Rime, Weavile, Hitmontop, and Delibird.

Unnerve Mewtwo and Cobalion both got the Galar mark fine. I haven't tried taking Cobalion into a battle, but the game didn't object to giving it the mark at least.

Gyarados does not get Flip turn.
Milotic gets Flip Turn.
Excadrill gets Scorching Sands.

Probably the most damning example of this is how I no longer see High Horsepower in Azumarill's TR list.

Honestly, it's still not too much of a drawback though. It still HITS, and 70bp with the terrain boost isn't trash at all.
