Rising Voltage specifically doubles in power when the target is on terrain i.e. grounded. So running it over Thunderbolt does mean that for instance Specs Koko wouldn't be able to OHKO specially defensive Corviknight. (Presumably still worth it, but there is at least a small drawback.)
That's actually pretty notable for Levitate mons and makes it worse than Tbolt in several important cases (Rotom formes, Lati twins, etc.)

So I actually have two questions.
  1. Meteor Beam is effectively 180 BP, meaning 'mons like Eternatus have virtual access to a Z-Move via Power Herb. Does anything else noteworthy pick up this move? Any jank ideas for Meteor Beamers?
  2. What the deuce even learns Triple Axel? The only 'mons that come to mind are Mr. Rime, Weavile, Hitmontop, and Delibird.

Specifically for Charizard, Ninjask, and Talonflame.

EDIT:
- scyther gets dual wingbeat
Now it's really time for Scyther to leave PU (maybe even NU) with 120 BP Flying STAB thanks to Technician.
