Remember that Offensive Mons can simply set up when Protect is being used.

But it's overwhelmingly apparent that Stall is going to be broken here.

Ghost Types can use Mean Look + Curse and Protect all the way while they recover HP.

Anything with Toxic + Infestation is going to be a pain in the arse.

And of course, with layers of hazards set up, Sableye-M can solo entire teams.

Dusclops @ Eviolite
Ability: Pressure
EVs: 252 HP / 80 Def / 176 SpD or something
Bold/Calm Nature or whatever (probably Bold)
- Protect /
- Curse
- Pain Split
- Imprison

I think Dusclops has some tools that could make it function quite nicely in this meta: Pressure to wear down the opponent's Protect turns, Curse to deal damage and go through Protect, Imprison to stop Protect, and Pain Split for recovery. Spiritomb can run the same set, but Dusclops is probably better or something. Dies to Taunt and Mega Pinsir, though.

Speaking of Mega Pinsir, sets that run only Feint and Earthquake for coverage are liable to get rekt by Bronzong:

+6 252+ Atk Aerilate Mega Pinsir Feint vs. 252 HP / 252+ Def Bronzong: 103-122 (30.4 - 36%) -- guaranteed 4HKO after Leftovers recovery (Rest user? Or better yet, just switch it in on a Pinsir that's still boosting)
0 SpA Bronzong Future Sight vs. 0 HP / 0 SpD Mega Pinsir: 117-138 (43.1 - 50.9%) -- 3.9% chance to 2HKO

Zapdos can wall it too, but all it can do back (without outprediction) is phaze it out. Same with Skarmory, which can at least set hazards. Bronzong is cooler than all of these mons, though, so nyah. Skarmory's probably good as a hazard layer + phazer + toxic absorber though.

Pressure only affects moves that target the Pressure user. So Pressure won't reduce the PP of the foe's Protect at all, but it does let you quickly PP stall their attacks with your own Protect.

This metagame is a little screwy... Basically, the whole key to winning is
1) Poison/Burn your opponent. Or even better, set-up Toxic Spikes. Hazards are pretty helpful.
2) Protect spam.
3) Opponent dies.
Bronzong is the only Pokemon who resists both, though. He might be a real problem because it takes 16 turns for burn to kill him.

Seriously, though, damaging status just spoils all the fun. (you should probably ban them XD)
Buuuut if you ban them, stall mons will be kind of sadface, because they lose their best way of damaging their foes.

And then Noivern shits on this entire meta. That, and Ninjask, Crobat, etc. Basically, anyone with infiltrator will be unaffected.

Is everyone sure Pokemon can spam Protect freely? Offensive Pokemon can use the chance and setup (or do other things that ignore Protect lol) and PP stall out the opposing Pokemon's Protect. Feint isn't really very effective on everything with at least passable bulk, as I predict Leftovers will be very common in this metagame.
Also, Hoopa-U is yet another important reason to not spam Protect so much.

if you know what i mean
This format is exactly like standard OU, with a slight difference in mechanics - the moves Protect and Detect do not fail on consecutive uses. All the other stuff like Endure, Spiky Shield, King's Shield etc still have a chance of failing on consecutive uses.

What can you expect to see from this metagame?
- Protect stall will be everwhere!
- Substitute will be everywhere!
- Feint might become a thing?? (oh hi Mega Pinsir, didn't see you there!)
- Phazing will become more popular, since Roar / Whirlwind go straight through Protect / Detect
- more ?????

Banlist:
- OU Banlist
- that's it
- :]
Curse Goes through Protect.
Ban Toxic IMO
