Articuno is not on the reservation list and coolguy is at work. I also strongly believe Articuno deserves an analysis, so I'll post the reasoning for MCG.

Articuno has a BST of 580, which is incredibly high for the PU tier. Articuno has base 125 SpD and 100 Def, it is enormously bulky. It sits at base 85 Speed, which is a fast for a bulky pokemon like Articuno, allowing it to roost on slower offensive threats. While Articuno is weak to stealth rock, we have really reliable hazard removal in skuntank and hitmonchan in the tier and even offensive articuno is bulky enough to come in on stealth rock and survive a hit before roosting the damage off. With the addition of Z-crystals Articuno becomes even more threatening with access to agility and z-hurricane or blizzard. The tier in general lacks good ice resists, most ladder teams are unprepared to deal with an offensive articuno.

The stealth rock weakness hinders sub/roost articuno from doing its job effectively, but offensive articuno is decently fast, bulky, has great STABS, and can find set up opportunities regardless of whether stealth rock are up. It is by no means an A ranked pokemon in the tier, but it's a great offensive ice type that is severely underprepared for and deserves an analysis.
