Articuno is a frozen monster. It can take any hit from Bellossom (boosted at +3 or more).
Imagine switching when Bellossom is QDancing. At that point Articuno can do a 30% with Freeze Dry. If Bellossom keeps QDancing at +2, Articuno will do a 22% aprox. This is a 3HKO while at that point Bellossom needs 3HKO (with or without Z-Grass using Moonblast). Moreover, with Roost and Pressure it can tank Bellossom completely. In my opinion, it is definitely a check although sometimes it can work as a counter too (if switching just at the beginning of the boosting).

It can switch in up to three times without healing, but prefers not to take too much damage as it can only restore 50% of its health using Strength Sap due to Bellossom's measly 148 Atk stat.
Jumpluff 2HKOs with Acrobatics, can set up Swords Dance relatively freely and also outspeeds Bellossom even at +1.

Simisear is definitely a check. It is able to outspeed Bellossom even when it is at +1 and fears none of its moves. It is able to nuke it with Fire Blast or even Z move (if Fire Blast doesn't kill at +1 spdef)

Oricorio-Sensu is a counter for the exact same reason as Pom-Pom, it can copy any Quiver Dances and easily KOs with Z-Hurricane. It can also eat hits comfortably and has reliable recovery.

Dodrio is an easy check to Bellossom. It usually won’t like to switch-in but it can take a Giga Drain and remove Bellossom easily if it’s given a free switch.
