[READ ME] Tips for Simple Hack Checks

Ive never had a B/W game before so i wanna know if it is possible to get a female Cottonee/Whimsicott in a Dream Ball
 
Looking at the last post – Is PBApp a default OT name for some kind of hacking program? I recently purchased a used copy of SoulSilver and it was full of embarrassingly unimaginative hacked pokemon (shiny Wonder Guard MewTwos and the like), all with OT PBApp.
 
I'm not sure if this is thread to ask this in, but are Pokemon created in emulators and then transferred to a real game legal?

Need Natures, exact IVs for all 6 stats, Characteristics, and Region (Sinnoh, Unova, etc) they're from too.

I found a Lugia on the GTS while chaining legendaries for Pokedex credit--it was being offered for a Raikou, and only came with three moves (Aeroblast, Psychic and Recover) which is kind of suspicious. It could just be cloned, but I wanted to check if it's hacked.
