Just want to apologise for flipping out back then

My college's internet shut itself off just when I was about to make the next voting post and then while I was furiously smashing the keyboard in frustration I managed to turn the touchpad off by accident, which necessitated a trip to the local library to work out what I'd done, after of course I had turned the computer off and on again and losing a mass of unsaved work in the process and failing to fix the problem, and then I come back and am about to post when I realise that Korski posted and I needed to recheck all the moves and I felt like I was going to burst a blood vessel and yes rushing through all that was why I made the mistake about Stored Power, sorry for that

<h2>Introduction</h2>

<p>Greetings! Before the existence of Very Good Moves (used as part of the Movepool Limits stage), a list of competitive moves was drawn up by the community's brightest minds for sake of easily finding the moves that one wanted on one's movepool, without having to trawl through long lists of very uninteresting moves to get them. Furthermore, they went ahead and categorised them, which made it easy as pie to find what you were looking for. Thus, this current list attempts to do for Very Good Moves what they did for all competitive moves - to arrange a list of Very Good Moves by type and function, which should help you when it comes to building a movepool. Remember, however, that some moves may become VGMs, which are not on this list, based on the ability or other features of the Pokemon. For example, Zap Cannon would become a VGM if the Pokemon in question had the ability No Guard.</p>

<dd>Curse is only counted as a Very Good Move for Pokemon that are <em>not</em> of the Ghost-type.</dd>

Now then, the final bit. Here, we're talking about move exemptions. Please note here that we are talking about exemptions that are unambiguously the case - it doesn't matter if you personally see Fire Blast as superior to Flamethrower, because both have advantages and disadvantages relative to their use. Here, there should be no disadvantage (in any of the below cases) to using the one over the other - or these differences should be negligible. For example, Leaf Blade is wholly identical to Petal Blizzard, but makes contact, so is subject to Gooey, Iron Barbs, and Flame Body. So, we ask whether or not this setback is sufficient to say that Petal Blizzard is ever worth using over Leaf Blade. Please vote using your best judgement.

<p>This stage of the CAP process is where complete movepools are created and submitted for consideration by the Movepool Leader. There are restrictions on the number of moves that are allowed, as well as how many competitive moves are allowed per movepool. Different competitive moves may or may not be allowed into a movepool based on the lists generated by the Movepool Discussion stage of the CAP process, which in turn are based on the needs and demands of the individual CAP Project and its concept. Note that any competitive move that is not <strong>specifically</strong> listed as allowed in the Movepool Discussion stage will not be allowed on any submitted movepool&emdash;even if it was never brought up for discussion, it is illegal by default. <p>The movepools submitted are intended to be structured like a normal Pokemon movepool. A complete movepool should contain four lists of moves, according to the method by which the Pokemon learns the moves&mdash;Level-Up Moves, Technical Machines, Move Tutor Moves, and Egg Moves. When submitting your movepool, the egg groups for the Pokemon must be specified&mdash;illegal egg move combinations need not be specified, but it may be in your interests to highlight any illegal combinations of note that give your movepool an identity or some competitive slant. Project participants can submit draft proposals of full movepools and edit them based on feedback from the CAP community. After your final submission has been made, the Movepool Leader will select those movepools from the overall pool that will appear on the voting slate, and the CAP's final movepool will be decided by a vote by the CAP community. Note that more detailed instructions, as well as further rules, will be given in the OP of the movepool submissions thread once posted.</p>

<h2><a name="considerations">Movepool Considerations</a></h2>

<p>Movepools have to be moderated, as if they are too barren or too bloated, they run the risk of either overpowering or underpowering the given CAP. This does not mean that there are any enforced standards that all movepools must conform to; however, there are guidelines as to size and effectiveness, and the Movepool Leader reserves the right to reject your movepool should it contain an illegal number of moves. The way that this is quantified is by counting the total number of moves and "Very Good Moves", or VGMs, in a given movepool. A VGM is defined as "A move that is considered by the combination of its power, accuracy, effect chance, move priority, power points, and overall type coverage to be of distinct individual competitive advantage in a given movepool", and is compiled by members of the Policy Review Committee. Note that there are a number of exemptions from the above rules, which are detailed below.</p>

<p>As seen in the below table, there are some moves that have other moves listed in the columns next to them. These moves are "equivalent" in terms of the Very Good Move list, which means that the moves collectively count as 1 Very Good Move when put together on the same movepool. For instance, if a movepool has both Recover and Slack Off on it, they count together as 1 Very Good Move, but still count as 2 moves toward the total move count.</p>

<p>As above, certain moves are so much outclassed by other moves that there is literally no scenario where the lesser move would be a wiser choice over the former. For example, Tail Glow provides a three-stage boost to Special Attack, but Nasty Plot only boosts the stat by two stages. As with the above rule, if both Tail Glow and Nasty Plot are on the same movepool, they count as 1 Very Good Move, but still count as two moves towards the total move count. This rule is also not absolute; if an outclassed VGM is available with other VGMs and the outclassing VGM is not, owing to movepool illegalities, it may be required that both the outclassed VGM and the outclassing VGM count as VGMs. All combinations of outclassing and outclassed Very Good Moves are listed in the table below.</p>

<p>Abilities, such as Technician and No Guard, affect the viability of specific moves that might not otherwise be considered VGMs. If a move's Base Power, accuracy, or secondary effects are made comparable to an existing Very Good Move by an ability, then that move is considered a VGM. For instance, a Pokemon with No Guard would turn Dynamic Punch into a Very Good Move through the removal of its very low accuracy as a factor.</p>
Now then, here's our progress report:
  • Formulation of the VGM and Competitive Move lists
  • Discussion of movepool limits and their relationship with BSR
  • Discussion of required moves and the move-move and type-move tables
  • Updating the relevant on-site articles (finished as pertains to bullet point 1)

So, there are a few things that need discussing. First off, though, is this:

1. On the name "Very Good Moves"

This is something that has tickled me for some time, and I was meaning to bring it up possibly at the end of this thread if there was any time left before CAP 1 needed to begin, but then I was given to believe by several members of the PRC that they found the name "Very Good Move" to be unnecessarily confusing, vague, or possibly redundant. So, first I'd like to know how people stand on the name "VGM", and second, I'd like to know if anybody can suggest a name that goes some way towards removing this confusion. Again, a VGM is currently defined as "A move that is considered by the combination of its power, accuracy, effect chance, move priority, power points, and overall type coverage to be of distinct individual competitive advantage in a given movepool".

For my own part, I was considering whether or not the term "competitive move" might not be a more accurate or descriptive term - though this was chosen largely because it has precedent, as a list of competitive moves for CAP predates the VGM lists. Alternatively, since we at CAP love our acronyms, and two words don't make for a satisfying acronym, we could go with UCM ("universal competitive move"). Or something.

This is an extremely minor issue, and so hopefully it can be resolved quickly.

2. On the Movepool Limits

Back into philosophical territory. Again, in the original plans for movepool limits we put a strict, hard limit on the size of a CAP's movepool based on its BSR, given by the example set by existing Pokemon. These limits are currently used as "guidelines", which seem to be flexible depending on the CAP's needs - which tends to mean "more dakka" but I digress. In the same vein, we have the type-move and move-move combinations. In late DPP (which means, well, Voodoom) these were absolute hard requirements. When I rewrote the movepool submissions guide, these were changed to "guidelines" as in "you don't have to use these but it'd be nice if you did". Which is helpful but does make for a rather confused ruleset.

The reasoning for the above changes was fairly straightforward - at the time we had no way of extracting movepool data and actually deriving these lists for BW, so we went with the pragmatic option. Eventually we did get them through use of PO's data, but by that point the mindset of "guidelines > requirements" was fixed. At this point, our problem is rather the opposite - we certainly have the data sets, courtesy of Showdown, but I'm not certain that we have any programmers to actually do anything with the data (I mean, besides the ones who are busy doing rather more important stuff). So if anybody wants to volunteer to go a-data wrangling, please make yourself heard.

Anyway, this opens us into the area of "what do". Specifically, are we going to use hard limits this generation, or flexible limits, and do we want forcible move inclusion, or not? In essence, requirements or guidelines? This question rather requires answering before the rest of the above page can be written, and is important for how we go forward in terms of limiting the strength of movepools.

For my own part, I actually rather liked the movepool limits and combination requirements, purely because they did make movepool building more of a challenge. It was a lot harder to get absolutely everything you wanted on (although not impossible) and in some cases concessions had to be made. By contrast, the limits on CAP movepools at this moment in time are nowhere near as strict. In many ways this is a good thing, as movepool makers are in basically no danger of compromising their vision for how the movepool would look. I favour the guidelines because they do seem to limit the strength of most movepools in a way that is desirable, but at the same time they can be exceptionally restricting. In any case, we need to pick a side and move forwards. Once that has been done, we can decide whether or not these tables are worth computing and how to go about computing them, or indeed anybody is welcome to propose their own alternative method for limiting movepool strength.

1. I definitely think we should change the name. There is no "Good Moves" list, so this shouldn't be called "Very Good Moves". Furthermore, a name based on something subjective like Good/Competitive/Usable/Useful is a poor choice because it still leaves room for misinterpretation and debate from people who just like to just casually read the list and laugh at our choices. The list should be named based on what it is and what its purpose is: "Restricted Moves" is my suggestion.

2. I can wrangle data if it's given to me in a workable format (edit: found out that it's in a workable format, can easily access it). We have data such that I could plot up #of moves in movepool vs BSR for every fully evolved pokemon? If so, yeah.. let me at it... (edit: We do)

Ok, so I'll try and keep my response here quick and short too.

1) I don't really think we should change the name. While one could objectively say that some the moves are not quite "very" good, doing so is just a personal interpretation. Its not really misleading in any way so long as we make sure to always use the one term (and not say "competitive moves"). Besides, VGM is a well known acronym and I think changing it would cause far more confusion than any individual name itself could.

2) On BSR -> Movepool limits: I don't think these need to be hard requirements, however, I think we may want to look at how much the Movepool Leader and TL can shift it away from the suggested limits. The is much more to a Pokemon than their stats, and making a limit overly strict based on one other number seems unnecessarily restrictive. Yet, they do have a purpose, and perhaps changing it from a hard limit to a range, with the equivalent of the old limits being the median of this range.

On Type-Move and Move-Move requirements: I personally would like these to stay as guidelines. Strongly encouraged, sure, but not required. Overly limiting movepool submissions stifles creativity. Its especially harmful to have them as requirements, in my opinion, when we also have overall movepool limits, as it means certain choices that, competitively could be equivalent, could have vastly different overall effects on what else competitive can be done with a movepool. This is more true about Move-Move than Type-Move, but both I think are unnecessary as requirements.

That said, I think it would be a good thing to provide the info on such moves correlations if we can. And as for collecting the data, I personally would be up for giving it a shot. If we can come up with some definitions for what we are looking for, I would be happy to go out and get that info.

I basically agree with jas, with the exception that I think Type-Move could probably be a required thing. Move-Move seems unnecessarily overcomplicated as a requirement, but if someone is going into the data, I definitely wouldn't mind having updated suggested lists as guidelines.

"Competitive moves" was my first thought as well, but what I prefer now is "generally competitive moves" which forms a nice TLA and makes it more obvious that moves still GCMs even when they're not viable on a particular CAP. paintseagull's "restricted moves" is fine too, and it shares the same property of not suggesting that the moves are necessarily good on everything. I don't like "universally competitive" because most of them really aren't.

I think we should leave movepool limit guidelines as guidelines but I agree with jas that it's worth considering making a rule on how far a particular movepool leader can deviate from them.

I like the idea of making Type-Move guidelines mandatory (provided that the moves are in fact allowed). Anything that makes for more realistic movepools is a positive. I agree with srk that Move-Move should remain optional; a lot of those ones feel like they're basically coincidences. I usually follow both on my own movepools but I've always been much more willing to ignore a Move-Move guideline than a Type-Move one.

One thing I do think is that if we're going to make any moves mandatory, we should really codify the list of moves that are by-default mandatory for all CAPs (Return and friends). These are oddly not listed alongside the Type-Move and Move-Move guidelines right now, and there have been troubles in the past with people forgetting some of them. (For instance one of the slated movepools in CAP 5 was missing Protect, which was apparently just an oversight on the part of the submitter.) Actually, regardless of whether we make moves such as those mandatory, we should put a list on the Movepool Submissions page.

Ok, so I was playing around with some code to try and figure out some of this stuff, specifically starting with move-move guidelines. After getting the basic structure in place, I looked around to find what exactly made something move-move correlated. It took a bit, but I found some info on how exactly these were originally defined: "For all Good Moves that exist in at least 20 Good Pokemon movepools, find all other Good Moves that are paired with that move more than 90% of the time." Now, the exact number of Pokemon required was debated, and that is not necessarily something we have to stick with. However, this very definition being the way it is was confusing to me. These are flavor based guidelines, yet for some reason we are requiring Pokemon to be good competitively for their flavor to count. That makes very little sense to me. If these are used as hard requirements, I could maybe see that using worse Pokemon might negatively influence the list, but that is such an obscure outside possibility, that probably has little to no basis in fact. Additionally, the fact that this uses only good moves is again putting a strange competitive spin on what seems to be a flavor based list.

If we are indeed going to gather these lists, either as requirements or just guidelines, then we really should discuss first how we want to define these lists. Personally, I think (especially if they are guidelines and not requirements), that we should get rid of these odd competitive limitations. Have the lists show all moves that are strongly correlated with other moves, and all moves that are strongly correlated with a types (with the exception of the universally learned moves, which could probably stand to be defined themselves), using all Pokemon as a reference (or at least all fully evolved Pokemon). However, if someone can give a reason why we should be basing flavor requirements/guidelines off the competitive quality of Pokemon and moves, I am definitely interested to hear about it.
