Rotom-C functions as an effective utility pick in RU due to its access to moves such as Defog and Will-O-Wisp, along with a STAB Volt Switch that provides momentum on common switch-ins. Additionally, with its ability Levitate, it has a unique niche of being an Electric-type that is immune to Ground-type attacks. It also does not have to worry about Ground-type Pokemon such as Steelix and Rhydon due to its secondary STAB option in Leaf Storm. Will-O-Wisp allows Rotom-C to cripple switch-ins such as Copperajah and Virizion, while Nasty Plot can be run to exert offensive pressure on the opposing team. Pain Split is an alternative option that can be run in the fourth slot, which increases its sustainability throughout the match. A Timid Nature allows Rotom-C to outspeed Pokemon such as Cramorant, Duraludon, and Toxicroak.
Rotom-C matches up decently well versus the common Stealth Rock users in the tier, being able to reliably check Rhydon, Steelix, and Mudsdale and gain momentum on Duraludon and Copperajah via Volt Switch. Therefore, Choice Scarf Drapion can make for a great partner. While it struggles with most of the aforementioned Stealth Rock users, it is able to support Rotom-C by threatening faster Pokemon such as Ninetales and Salazzle that can be a nuisance to Rotom-C. Another Choice Scarf user, Passimian, can pair well with Rotom-C to form a VoltTurn core, as it can break common Rotom-C checks such as Virizion and Snorlax. Additionally, Fighting-type wallbreakers such as Gallade and Toxicroak complement Rotom-C effectively, as it can bring them in safely on common switch-ins such as Drampa, Virizion, and Vileplume, which both Gallade and Toxicroak can check or set up on if healthy. As for defensive partners, Pokemon such as Vaporeon and Snorlax are decent options. Vaporeon can switch into Fire- and Ice-types moves that threaten Rotom-C, as well as offer Wish support to increase its sustainability, while Rotom-C can pivot into Electric- and Grass-type attacks that Vaporeon dislikes. Snorlax can handle Fire- and Ice-types like Salazzle, Ninetales, and Vanilluxe with its ability Thick Fat, while Rotom-C can handle the common Stealth Rock users that Snorlax does not match up well against.

Rotom-C is able to effectively run a Choice Scarf set by virtue of the lack of Pokemon that resist its dual STAB attacks. Volt Switch allows Rotom-C to either finish off weakened threats or gain momentum off switch-ins such as Drampa, Virizion, and Vileplume. Trick enables Rotom-C to cripple switch-ins such as Snorlax and Virizion, limiting their effectiveness. Thunderbolt provides a stronger Electric STAB option that allows it to have more damage vs offensive teams and avoid being forced to switch out. Nasty Plot is an alternative option that can be run in the fourth slot, which enables it to exert more offensive pressure on the opposing team once it has lost its item to Trick or Knock Off. A Timid nature allows Rotom-C to outspeed two of the most common Choice Scarf users in the tier, Passimian and Rillaboom.
Few Pokemon can switch in comfortably to Rotom-C's dual STAB attacks, with examples being Drampa, Virizion, and Vileplume, as mentioned earlier. Therefore, Fighting-type wallbreakers such as Gallade and Toxicroak complement Rotom-C effectively, as it can bring them in safely on its switch-ins and allow them to check or set up on them if healthy. Gallade and Toxicroak can also reliably break through Snorlax, which Rotom-C struggles to muscle through. Pokemon such as Salazzle and Choice Specs Indeedee-M make for great partners. Salazzle can exploit the Grass-types, such as Virizion and Vileplume, that Rotom-C is able to force into play, while Rotom-C makes for a great answers for Pokemon such as Rhydon, Vaporeon, and Gastrodon that are all troublesome for Salazzle. Rotom-C is able to provide momentum on its common checks such as Virizion and Vileplume, which is greatly beneficial for Indeedee-M, as it has no trouble breaking through those Pokemon. In return, Rotom-C has a favorable matchup versus common Steel-types such as Copperajah and Steelix; it can gain momentum on Copperajah via Volt Switch while simultaneously weakening it, and it can hit Steelix hard with Leaf Storm, which frees up Indeedee-M to go for its Psychic-type STAB move and heavily dent the opposing team on a free turn. Additionally, Water-types such as Vaporeon, Jellicent, and Gastrodon complement Rotom-C, as they can handle pesky Fire-types such as Charizard and Salazzle.
