I'd say they didn't forget and it was just a typo (Basculin-H evolved to a non-existent index number pokemon) but Basculegion did have its own Egg Moves so I guess they really forgot it was an evolution lmao.

one of the devs is working and goes "hmmm I feel like I'm forgetting something". meanwhile a poor reviewer is fighting for their life trying to evolve a basculin

While I doubt it'll be a thing or even good, in theory with sun being a pretty important weather condition due to enabling past paradoxes, fast/prankster "opposing weather" setters won't actually be something to exclude.
Kinda like people have ran prankster whimsicott with sun to counter kyogre, or prankster raindance genies to counter groudon occasionally.
Notably, Tornadus gets snowscape, making it the first prankster that can set a non-sun/rain weather

Earlier, I noticed that Salamence is one of about 4 Pokemon who have near-exclusive access to Dual Wingbeat, and now Roaring Moon got Scale Shot, and is the only user in the game with Scale Shot. The Salamence "family" so to speak is getting some weird favoritism with old IoA tutor moves.
