Paradox Mons don't evolve, some of them are not even based on their last evolutionary stage like Jigglypuff or Misdreavus. They do have great BST to compensate tho.

Yeah we have had a lot Psychic/Fairy combos before. but I still love this Jigglypuff design. Jigglypuff is one of my favorite pokemon... and I feel this is like a Siren/Banshee/Vampire combo jigglypuff... and thats awesome

They aren't currently in the game, nor is the third legendary. They have a cameo of some sort elsewhere but are presumed to be added in DLC

According to the Kaka and Khu, they're DLC - while a mural or something with their appearance will be in the game, if the dataminers are focused on dexes and stats they wouldn't find them.
Khu and Kaka both said they're dlc. Kind of weird they knew about them at all but Khu suggested they get teased in the main game
