Unrelated question: on the TSV list, it says my time zone as GMT -5 which is the standard time. However, my area observes Daylight Saving Time from the second Sunday of March to the second Sunday of November and switches to GMT -4. Many other areas around the world (mostly North America and Europe) observe DST as well. What should I state my time zone as?

As for the time zones, it's just a reference for other people, so stating your current one is best. Many (?) of the ones in the list are the "standard" times, so it's probably a safe bet to adjust their time zone in the same way you'd adjust yours. With something as fickle as time zones, though, double-checking with the other user as your set up the trade never hurts. Unfortunately, keeping up with the time changes isn't that feasible given the current system and status of the list.
