Bulbasaur has always had vines in the anime. It's a shame it doesn't have any vines in the actual game.
A better Sludge Bomb would be awesome.

Explanation: It is a better Dragon Dance. Mega Charizard X looks a brave Dragon, so it could help it sweep better. It also gives more use out of low accuracy moves like Dragon Rush and Iron Tail.

Explanation : Mega Charizard Y is part flying type, but lacks good flying STAB. Sky Strike fixes this with a powerful and reliable flying type move. Plus it hits Levitators and Flying types for ×2 damage, making Lati@s no longer safe switch ins.
Sorry, but "Sky Strike" sounds like the name of a physical Flying-type move. Not only that, why would a Flying-type move deal super effective damage to another Flying-type (or Levitate user)? If anything, the wind it produces would just help the Flying-types (and Levitate users) go faster. Not only that, your explanation lacks relation to flavor or creativity, it just focuses on Mega Charizard Y's competitive standpoint. I'm afraid I won't be able to put this into the voting stage until it's changed into something more creative. :[

Edit: And I know Ticktock's explanation is really short, but he also includes flavor relating to how Mega Charizard X looks like a brave dragon, which helps justify why it would make it stronger and faster, because when you're brave, you can become those aforementioned two things.

Explanation: Priority is something both Charizard forms lack, and while Charizard X can largely makes up for it with Dragon Dance, Charizard Y is oftentimes prone to be revenge killed. Therefore, Heat Lash is mainly intended as a tool for Charizard Y to keep up against offensive teams, being a decently strong move in sunlight that allows it to hit the frail and fast foes which usually give it trouble.

Description: "Using its strong feet, the user stomps hard on the opponent. It may make the target flinch."

Explanation: Mega Charizard X's legs appear to have gotten stronger and more physically fit upon Mega Evolution, so I wanted to make a beefed up Stomp to utilize this aspect. This offers a stronger Dragon type move than Dragon Claw without resorting to the risky Outrage.
The flinch effect could also turn some matches around if Charizard X can outspeed the opponent, either through the use of Dragon Dance or its own unboosted Speed.
I've chosen to replace Dragon Rush becuase this move entirely outclasses it while sharing the same amount of PP. I'm open for some changes should Rhythms find it necessary.

Desc: Hurricane has gotten useless on Zard Y because of the accuracy drop, so Charizard focuses it's wings to create a tornado who will hit individual enemies, thought it still retains its crappy accuracy, so it's not broken.

Competitive: This move will remove one of Zard Ys biggest weaknesses, which is faster mons, such as Lati@s, Gengar, Keldeo, Terrakion, Mega Lopunny ect. With this move you're free to spam fire blast pretty freely, as very few things will have more HP than zard Y after taking a fire blast, like Keldeo.

Since creating a "special" Dragon Dance would be kind of boring, why don't we just give it a special Fire-type Sucker Punch to deal with revenge killers and faster fragile threats?
