Hi! can anybody answer me? Really is necesary evolve Togepi to breed with it? because evolve togepi many times waste a lot of time.. or are another form quick to evolve him? thanks!

Yep, you have to evolve him each time while breeding. Cafe Le Wow is probably the fastest way to level happiness.
