You can soft reset for a good one, I believe every SR gives you three guaranteed 31s.

No, for a naive one the ATT and HP are way too low, as well as the spdef.

No, HP and SpD are way too low. It's Naive too so assuming you want to use its attack... that's too low as well.
Those 30s are probably 31s. Legendaries and some other pokemon have 3 31 IVs guarenteed. And yes you can soft reset, in fact you can soft reset in any game , but it is much easier to get good IVs this generation. So that latios is nothing since every latios you get will have 3 31 IVs

I have a Shroomish with Quick Feet (Technician) that you can have. I don't know the IVs, but it's female and has three egg moves and it's also Jolly. You can have it for free.

I heard that it respawns on top of the Sky Pillar if you defeat the E4 again. Haven't tried it myself though.
