Do you already have the Capture Power unlocked? If yes, just keep using it. I just gave it to random passerbys to use less O-power energy and leveled it up pretty quickly.

You keep using Capture Power level 2 until it upgrades to level 3. I think it's 15 uses of level 1 to level 2, then 30 of level 2 to level 3 for any O-Power. Use them on random passersby to use less energy per use while trying to get to the next level.

In other words, keep spamming the highest level Capture Power you have access to on passersby until you get it.

Fastest way is to walk 4001+ steps or shake your 3DS until it registered 4001+ steps (if you are to lazy to go for a walk).
This would allow you to spam the O-Power on passerbies a lot faster.

Something you might want to know so you can keep a timer for when they've recharged or something: each circle takes 4 minutes to recharge, although it increases with how many steps you have on your 3DS for the day. If you've walked 4000 steps with it, one circle takes one minute to recharge, so getting your O-Powers to full charge will only take 10 minutes if you've walked 4000 steps, compared to 40 minutes if you've walked 0-1999 steps.

Defog isn't an egg move for Skarmory; so just having a Skarmory with the move, you wouldn't be able to pass it down to the offspring. It must be taught in Gen IV [in which case, I assume Natures and IVs are important].

Obviously if you just want a male with the move that's your prerogative, just saying that you won't be able to teach it to future bred Skarmory.

Defog skarmory is great to own (but only when it's competitive)(just because one of the best flying types with defog is amazing)

Some pokemons are weird like that . Another example would be banette learns gunk shot as an egg move, but it cannot learn it as a tutor move in ORAS .
