I might be late, but Vaniville Town if XY (because Vaniville comes from the word 'vanilla', which is a common flavour for sweets, and Swirlix eat nothing but sweets). Lumiose is okay too because Slurpuff has a strong sense of smell and often help pastry chefs, but Lumiose is a really common hatching location.
If ORAS, maybe Mauville for the food court there, or Slateport for the Seashore House on the beach outside it. (I can't think of any other chefs/restaurants in Hoenn, but you get the theme.)
