They're 5% hordes so a HA is a bit of a pain. They also spam Sing so not even subs will save you from their trolling.

As crazy_man said, Jirachi prefers HP Fire or HP Ground over Ice, so it doesn't get walled by Ferrothorn or Heatran. Running Hidden Power Ice over Icy wind only helps it have a slightly higher chance to 2HKO certain threats. And arguably the speed reduction is more valuable than 5 Base Power and 5% accuracy.SR today this guy:

The Jirachi is pretty much Level 50 Perfect aside from hidden power type, though. So I suppose you could make it work if you weren't planning on using a Hidden power type on it, anyway. But personally, I don't think Timid has much trade value for a Jirachi without Moonblast.
