I read you can get it from the Pokemon Ranger game then transfer up to X/Y & OR/AS....but even then it's still not Kalo or Hoenn-born, so how can I get a Manaphy for my OU team?

Would a Pokemon with one parent from FRLG and one from XY, bred in Y version, be considered Kalos-born for VGC purposes?
