Does Tornadus-T go Timid or Naive more commonly?
According to the usage charts, Timid is more commonly used than Naive/Hasty.
I would reset. I prefer a very low iv in attack to lower damage from confusion/foul play.
I was wondering about that is foul play relay that big?

It depends how picky you are. I don't think it's a big deal to keep that but some people are perfectionists. Low attack IV is preferable but it's not necessarily a deal breaker.

Personally I'd probably soft reset till it had HP Ice and just use bottle caps to raise the IVs. If you don't care about HP Ice I would keep. I am not a perfectionist with soft resetting though.

In game, Foul Play is rarely used. Competitively, it's far from being the common move. Despite being available via Move Tutor, few Pokemon make good use of Foul Play out of the group that learn it, which is probably the sole reason why you don't see Foul Play used much outside select Pokemon. The only Pokemon that I can think of, that commonly run Foul play are Umbreon, Mandibuzz, Klefki and Sableye. Other Pokemon like Spiritomb can run Foul Play, though not seen commonly.
You also have confusion damage that is lowered the worse your attack IV is. Having a really crap atk IV isn't necessary unless you're playing in a VGC tournament where you need the best Pokemon as possible. Tapu Fini resists dark and has a mediocre base attack stat. So having 0 atk isn't needed since it makes little difference. 25 is high for my taste though, id want at least 15 or less in ATK. Your choice, obviously.
I dont softreset for hp lol because 1 reset would take way longer and not only that it decreases the oddds of getting what you want so much lets say I would aim for 5 31 is that chance would be around 1 in 62 if you dont go for specifick ones with hp you would need to do that times 16 at least
and these guases are not even taking in everything the reall odds are even lower and I would need to test every single one I cought with the hp checker guy
