Update: Mx has very graciously passed the thread onto me, I'd like to thank him for doing a great job thus far!
I've updated the speed tiers to be a more accurate representation of the metagame, with some important speed benchmarks added such as the abundance of Rillaboom creep, addition of the Tapus not named Koko, Torkoal, Scizor, our newest CAP Chromera (sprite pending) and stuff like Rapid Spin boosted speed tiers.
Minor EV fixes on Astrolotl, Colossoil, and Heatran have all been implemented. Meanwhile, things that no longer have a position in the metagame such as Neviathan or Dragon Dance Aurumoth have been axed until they see a resurgence!

as a note, you might see a few Pokemon that are not currently ranked in the VR still be added to the speed tiers; this is primarily due to still having a very distinct niche spot (eg Trick Room setters). I am willing to remove them but I am keeping them for now so as a piece of history.
