It is no secret that every single concept is different in terms of aim, execution, and constraints, from Equilibra's concept being entirely designed around the question of "How do you make Doom Desire good" to the Move-Ability interactions of our starter trio. However, despite very large differences in those factors, the ordering of the stages has remained largely the same across most of our recent caps.
My proposal is then as such: We should allow the stage ordering to be discussed and modified by community consensus during Concept Assessment. Hypotheticals are bad, but, for example, I believe that the starter trio (and arguably Jumbao as well) would have had a lot more success if Moves and Abilities were far closer together than they were in practice, while Equilibra and CAP 27 were served well by the current staging. We should be biased towards the current staging because it has worked well for a lot of concepts, but I believe this discussion could help to serve some of the weirder, more specific, or more inventive concepts to reach fruition, and to fully fulfill their concept.
