Stunfisk is a notable specially defensive wall and Stealth Rock setter in ZU that has good matchups against common threats like Rotom, Garbodor, and Manectric. Toxic wears down switch-ins like Tangela, Rhydon, and Piloswine and Defoggers like Articuno and Rotom formes. Earth Power prevents Stunfisk from being passive against prominent special attackers like Manectric, Skuntank, and Ninetales. Discharge allows Stunfisk to spread paralysis and deal with most Defoggers, while Foul Play lets it handle Substitute + Nasty Plot Rotom and physical setup sweepers like Thwackey and Silvally-Ghost, which may try to take advantage of Stunfisk to safely set up. I would also emphasize Toxic is very valuable to defeat Defoggers like Rotom formes and Articuno that don't mind Stunfisk (also Vibrava but that's extremely niche). This access to Toxic is the main reason why it gets used over its Galarian form btw. Earth Power is the best STAB move because Manec, Skuntank, and Ninetales. Discharge is great a spreading paras and also versus most defoggers, however Foul Play is also valuable for dealing with sub np rotom and also physical attackers that think they can safely switch into/setup on face of Stunfisk. Static punishes physical attackers like Kangaskhan, Cinccino, and Alolan Persian, and it can also give Stunfisk a chance to cripple checks like Silvally-Ground and Thwackey in an emergency situation.

However, Silvally-Ground should be wary of being paralyzed by Static.
