Figured I would go with this since it's fitting for the start of the new Lunar year (Yes I know this misses that deadline by about 3 days, stfu).
Anyways, Booster Energy Roaring Moon is a menacing set-up sweeper in both SV OU and CAP. The combinaton of Protosynthesis and Dragon Dance allow Roaring Moon to boosts its already high attack to insane levels, the former of which cannot be ignored by Unaware users such as Arghonaut and Skeledirge. Furthermore, thanks to Terastallization and access to Acrobatics, Roaring Moon can beat many of the Fighting-types that would otherwise neutralize it, and in a few rare cases it can even use them as set-up fodder. This ancient dragon has proven itself to be quite the force to be reckoned with, and it will be up to you brave adventurers to determine the best way to slay it.

Espathra at +1 Speed can outspeed an unboosted Roaring Moon and smite it with Life Orb Dazzling Gleam.

Chien-Pao's Ice Shard does not care about the speed boosts, nor does it care about Roaring Moon Terastallizing into Flying. Hazards aren't even needed to guarantee a OHKO.
Dragonite is a good check to Roaring Moon. The safe play is to use Ice Spinner while tanking a hit with multiscale, then Extreme Speed to finish it off, but you also threaten to Dragon Dance and then outspeed and OHKO with Ice Spinner. If your opponent has no Arghonaut reserved, it's a pretty strong threat.

Syclant is actually one of the two Capmons that can outspeed RM (other one being stratagem). Although it kinda lacks the firepower needed to be a great addition to your SV CAP team as an offensive-pivot/stab-priority spammer, Syc can succeed in performing those role with the aid of Choice band+Terastallization and act as a great check to RM.
So here's how things are gonna roll, Syc will free-switch in to RM (totally avoiding S-rocks if you run Mountaineer, which you SHOULD) and then with the help of either band/tera or both, oneshot RM with icicle crash (there's a 75% chance of 1hko without neither of them..not really the odds worth betting on).
Band+Tera-boosted Ice Shard's got a 50% chance of 1hko so if you're up against a +1 Spe moon you can still inflict significant amount of damage with shard before sacking Syc and then hope for the best :' )
But that's not all..Syc can potentially become a counter with..

Krillowatt struggled a lot last gen, but with a new generation always comes new changes, and many of these have been very beneficial for Krilowatt. For instance, Ferrothorn being snapped and Knock Off losing a ton of its distribution removed a ton of the previous counterplay that existed for the shrimp. In addition, Krillowatt benefits quite a bit from Terastalization, benefiting from Tera Electric to power up it's already decently powerful Electric-type attacks or Tera Flying to remove its Ground weakness and allow it to better check Ground-types. All of these factors have allowed Krilowatt to regain it's former glory and become a dominant force in CAP once again. But, as Bubba from Forest Gump once said "Anyway, like I was sayin', shrimp is the fruit of the sea. You can barbecue it, boil it, broil it, bake it, saute it, check it, counter it". Let's make Bubba proud!

CB Roaring Moon is a check. This post was originally Adamant nature due to it running that in OU, but I made a discovery: Jolly Moon still OHKOs Krilowatt. Besides, this isn't the OU metagame, this is the CAP metagame, and I think choosing to opt for Speed over power makes it a better Krilowatt check. Kril is an A+ mon after all so I think this nature change helps it out.

More of a Longterm Check to this Shrimp than a pure hard counter that directly OHKOs it and can easily switch into Krilo thanks to its weaker attack stats than most other pokemon. Basically forcing a Volt Switch that does negligable damage at best. Forcing a Volt Switch doesn't get it anywhere short of Chip damage with Seismic Toss , Which is what will eventually put it in range of Other attackers on Blissey's team , and also forcing Volt Switch means easier Twave Spreading (or Seismic Toss Chipping everywhere depending of the game's situation) on the opposition. Despite the set not being build to beat Krilowattrel in mind , I do consider it a check
