Aye! Go, #479! That's right! It's Mr. Clean aka Rotom-W. To check/counter Ceruledge, I decided to choose Rotom-W. First off, Rotom-W's Electric/Water typing allows it to ALMOST completely wall Ceruledge's Fire/Ghost typing, while also providing offensive coverage for whether Ceruledge has it's base Fire/Ghost typing or if Ceruledge decides to Tera Type Flying. For Rotom-W's item, I chose Choice Scarf (being that Choice Scarf pairs well with Rotom-W's Timid Nature, and will allow it to COMFORTABLY outspeed Jolly Nature Ceruledge). For Rotom-W's Tera Type, I chose Ghost (taking into consideration OTHER meta threats like Gholdengo [although Ghost type is, noticeably, unresisted, so Shadow Ball can do x1.5 STAB neutral damage to most targets; bringing them within OHKO range]). For Rotom-W's EVs, I went for a based 4/252/252 spead; nothing special, really. For Rotom-W's moves, I chose Volt Switch for pivot, Discharge to SPECIFICALLY counter Ceruledge's Tera Type Flying and for paralysis, Hydro Pump to SPECIFICALLY counter Ceruledge's Water typing, and Shadow Ball to SPECIFICALLY counter Ceruledge's Ghost typing.
Yeah, this. The counters are slightly dependant on the tera. And also, only one of those tera options are good on the mon so its fine lol. Just try to send something that beats both (as most counters do).

clefable is a counter to ceruledge. Its pure Fairy typing and Unaware allows it to wall Ceruledge's coverage very well. ceruledge does relatively little with its stabs and its only common coverage, close combat, to a standard fully defensive clefable:

clefable, quite famously, is very good at wishpassing, and, crits forgiving, it can survive for at least 32 turns against ceruledge. this combined with leftovers allows it opportunites to cripple it with twave and then ko/cripple it with knock off. it would have an issue with switching in multiple times, but thankfully, once ceruledge is knocked and/or twaved, it's pretty much out of the game. clef is able to fulfill its usual role as a wishpassing utility mon for balance, but twave and unaware are used over rocks and magic guard so it can better wall sweepers.

I'm gonna go out on a limb here and say that sinistcha doesn't beat ceruledge like you think it does...you're giving it two free turns to set up/kill your terrain setter all for them to either switch out and beat you next time or just power through you at +4. Sure, it works if everything is perfect but in most of, if not all cases this set would just lose anyways.
Getting the seed up is simple with how often Rillaboom is used, without an item you can out heal its offense, Sinistcha is a prime candidate for Tera to begin with, removing the ghost weakness, resisting Bitter Blade, and even without the boost (but losing the seed) you'll survive quite comfortably at +3 after you tera. You have Strength Sap, and can 2 shot it. ldeal circumstances would have you at +1 Def, Sp.Atk & Sp.Def.
If you force it to switch, well, good? If you've tera'd Cha, you shouldn't really fear any return trips, as without the boost yit shouldn't get past +2

Kingambit is a check. It resists both Population Bomb and Bite, allowing it to switch in on Maushold somewhat more comfortably than most, although it still has trouble with boosted Population Bombs. If Kingambit gets in, Maushold is in a fairly uncomfortable situation -- Sucker Punch is obviously a threat, especially if Kingambit can Tera or Maushold has done so beforehand, but if Maushold goes for Encore or Tidy Up instead, it risks getting blown up by Kowtow Cleave instead.

Ceruledge is a check to Maushold, its Ghost-type makes it immune to Population Bomb, and its Focus Sash allows it to tank one Bite and retaliate with a Bitter Blade, as well as activating its Weak Armor, letting it outspeed Maus the turn after.
Because Tidy Up clears hazards, Ceruledge's Sash will stay intact, and even if Maushold decides to not Tidy Up to keep Rocks on the field, it'll still not be able to kill it.
And Ceruledge's access to Shadow Sneak can prove useful if Maushold ever decides to use its Ghost Tera.
