No, it's bad. Any relevant stat below 28 is an automatic toss.
I would toss him sadly the defense is too low :(
I wouldn't toss for sure something like 31/31/27/X/31/31.
Well it's still pretty darn good.
You could keep it and it'd work fine, but I'd want 28+ everything on a 5-IV. That's just me being a (near-)perfectionist, though.
Yes, many people have confirmed this. You've been able to do this for any legendary since gen 4 I think?
It is a shame that spe is not 31 but anything relevant is 31 already so I would keep it if I were you.
I've been soft-resetting for a Latias for a while now with my main priority being 31 in Special attack and speed. Now I've ended up with this:
Latias - #380 (Timid)
HP: 14
Att: 31
Def: 30 - 31
SpA: 30 - 31
SpD: 31
Speed: 30 - 31
I decided to just go for it due to my patience running out. You think the 14 IVs in Hp are gonna impact its survivability in a very significant way or will the defenses make up for it?

Your best bet would be to run some calcs based on the tentative spreads of probable MUs (chars it checks & things that check it) based on the preliminary Uber Analyses.

Great IVs for the Generation it is from.I'd go with adamant, but jolly is also a good nature for him as these stats seem to indicate http://stats.pokemon-online.eu/ORAS Ubers/383.html and by the way you are not getting an adamant one with those IVs any time soon so keep it.
If the speed IVs are 31 it's definitely not a bad one but I wouldn't have kept him.
Here are some calcs:
31 HP IVs: 252 SpA Gengar Shadow Ball vs. 4 HP / 0 SpD Latios: 242-288 (80.1 - 95.3%) -- guaranteed 2HKO
14 HP IVs: 252 SpA Gengar Shadow Ball vs. 4 HP / 0 SpD Latios: 242-288 (84.9 - 101%) -- 6.3% chance to OHKO

I spent around 6hrs of chucking Masterball on this thing and this is probably the best that I got (it outspeeds neutral uninvested 80s but I think most 70-80 speed pokes run speed investment anyway). I got a 30/31/31/31/31/2 spread but the speed almost made me cry so I ditched it.
Edit: Forgot to mention nature, its Bold.

Usually speed IVs are very important but suicune with its base speed of 85 might be a different case, I'd keep it :)
That's a dead battery Ruby RNG, am I right? Those are worth a lot these days. I have one in my thread, a 27/30/29/29/30/31 Shiny Adamant Rayquaza that is worth a lot. I hope that when a VGC event happens, I won't be restricted to just Kalos Native pokes.
Edit: I also have a Brave 30/28/27/x/28/0 Groudon from that game too.
