Azumarill and mega mawile are the best but I'd nudge Azumarill a little over Mawile as it doesn't take up your mega spot, has more realiable priority and I personally find the belly drum set better than Mawile's SD set.

i cant seem to live after a belly drum majority of the time so i run waterfall instead just because i cant stay alive long enough but it might be my end not azumarills but i think it is just a little better than mawile because of the mega slot being taken up.

TBH, Togekiss is really decent this gen. Access to defog now + the usual t-wave/air slash shenanigans. As far as I know, no dragons can OHKO 252hp/252spdef Togekiss even after SR (Maybe the rare banded Chomp Stone Edge or something extremely uncommon.)
