No EVs means mamoswine 2HKOs with a nuetral earthquake. Plus it has no chance of even exploding [which is not a way to counter] since mamoswine also outspeeds it.

Why thunderbolt and ice beam, it has blizzard and thunder. Plus, they allow you to do more damage to incoming counters.

Resists both of your attacks and OHKOs with STAB Leaf Storm. Is also easily countered by Heatran so as to not disrupt the flow of the game. :)

Also, Thunderbolt > Thunder unless it's raining. It was also unnecessary for the OHKO. Same for Ice Beam. Just replace rain with hail.

That's not exactly a real counter, though, because while it can switch in safely on a DD or Taunt, Jolteon's going to be taking a fair amount from Waterfall and doesn't have any way to heal it off.

Anyways, to counter Jolt:

Swampert
move 1: Earthquake
move 2: Avalanche
move 3: Stone Edge
move 4: Waterfall
item: Choice Band

ability: Torrent
nature: Adamant
evs: 252 HP / 252 Atk / 6 Def

Immune to Thunderbolt and doesn't take a whole lot from Jolt's other attacks. Can OHKO with EQ.

After a CM, Celebi will survive 2 Draco Meteors with 25% left + leftover heal.
Fire Blast would 2 hitko without leftover but if you count leftover and leech seed damage...it won't. =\
