Again,After Some Testing,I Still Have Zapdos Weakness And Lucario.Offensive Suicune Can't Even Live Extremespeed When Its At 50%.I Really Need Help To Counter Them.
Zapdos and SD Lucario (except Bullet Punch versions, which are rare) should be handled pretty well by Tyranitar.
Agility Luke can be an issue, though. He can be handled if you play wisely against him.
I think it's extremely dumb to have Rest on a Pokemon without Sleep Talk or a cleric around. Any utility counter should be reliable, and Suicune is anything but that when he is asleep half the time. I stick with my suggestion of Celebi over Kingdra (who really seems random as hell at the moment). It helps you deal with Breloom, who you have no solid counter for at the moment. Jirachi is a very shaky counter because it cannot switch into Focus Punch repeatedly.

Since you lack Thunder Wave, you should try out an EV spread that sacrifices a bit of bulk and power for speed:
Timid Nature
EVs: 152 HP/104 SpA/252 Spe
152 HP EVs yields a Life Orb number, and guarantees survival against a Life Orb Ice Beam + Thunderbolt from Starmie.
Even with fewer special attack EVs, you are still a solid Suicune counter (and you now have the benefit of outspeeding him all of the time). More speed EVs also means you can Recover more quickly, and OHKO Gliscor 100% of the time before it taunts.
You also get another solid SD Lucario counter, as you outspeed Lucario and OHKO with HP Fire after a defense drop. Crunch from Agility Lucario never OHKOs either, and you can weaken it with HP Fire.
Of course, all of these scenarios depend on which Hidden Power you choose.
