I don't think Floette-E will be B+, because it is simply too much of a glass cannon; it'll only get to attack once most of the time--maybe twice. It'll need significant support to be effective. I would say C+.

Literally all this thing does is spam a Fairy move that has nearly suicidal recoil with some grass coverage. That isn't enough to make it good. It's a shame it can't use Eviolite because that would actually give it some use in OU. Physically Defensive Eviolite Floette would have effectively 74 / 125 / 201 base stats which would be pretty fantastic for a Wish Cleric.

Regardless from your english, the set itself is pretty terrible. Its coverage is ass, and more important, the heavy recoil of Light of Ruin compromises the supposed duraility that CM and Synthesis should provide. The best bet of Floette is a Choice Specs wallbreaker with LoR, Psychic, Moonblast and HP Ground/Fire. Psychic is needed for hitting Poison types, while HP Ground and Fire hit Steel types. Moonblast is used for having a reliable STAB that doesn't let you take unnecessary rec oil.
