No, Rotom-H is a forme of Rotom-A, and Rotom-A counts as one Pokemon.

Will the "random killing" method be only for OU Pokemon or for all Pokemon? Because randomly removing Pokemon along with UU and NU doesn't seem right. As there are much more UU and NU Pokemon than OU. While randomly removing 1-4 OU Pokemon may also not be so viable as a lot of people might want to use UU Pokemon so they don't lose valuable Pokemon in Round 1. While it may also destroy future planning. Like someone may want to save Pokemon like Blissey and Skarmory for future round stalling so they would use an offensive team. But randomly taking Pokemon out may interfere with future planning.

I would say the best method would be to just use the ample amount of substitutes and make sure that no match gets decided by coin flip.

Of course, the goal is to avoid coin flips, but if it comes to it, something must be done to keep it fair. There's really no best solution to this. We have a lot of great players in this tournament, and I really think that if I randomly killed 1, 2, 3, or 4 OU Pokemon, it wouldn't greatly hinder their chances for success. They will still have ample Pokemon with which to form a serious team.

I may end up asking them if they have a "strategy" for the entire tournament, and only remove OU Pokemon that do not hinder that strategy in the case of a coin flip. Of course, if they tell me that their strategy is to "never lose a Pokemon", I'm not going to be very merciful.

This would mean scheduling another battle, but if you ask someone from the tourney who is regularly active (there are quite a few) I doubt it would be a problem, as the team would already be made and there is nothing at stake for the volunteer battler. Or as the host you could just ask for someones team and battle PlayerA yourself.

I'd considered this, but they could very easily just use NU, UU, or worthless Pokemon in that match, since they don't have to win. I think random killing is still the way I'll handle coin-flip matches.
