Goodra takes advantage of its access to Hydration to heal reliably with Rest. This allows it to be a reasonably good special tank on fatter rain teams. Rain Dance is there so that it isn't completely reliant on Politoed to heal, and Thunder is interchangable with team-specific moves like Quake, Muddy Water etc. v.s. Meteor comes down to how much you care about the power (Pulse is disappointingly weak tbh)

It's still a pretty bulky Pokemon, for instance, it avoids the 2HKO from LO Alakazam, Gengar and Starmie's Ice Beam. It's also faster than people realise and can outspeed most walls, here I gave it enough for standard Rotom, but you can run up to Max Speed Timid to at least tie with Altaria and Gyarados.
Minor nitpick, but jolly Gyarados does outspeed Goodra with 81 vs 80 speed.

Thanks to Goodra's expansive movepool and good all around stats, it is actually pretty versatile. So I decided to make a CB Goodra, which I think is a thing in UU, but it can also work here in OU. Sad Goodra doesn't get D-Claw, but still, CB Outrage can act as a nice cleaning tool once all Fairies are eliminated, and you yourself can eliminate these fairies like Azumarill, M-Altaria, and Clefable with Power Whip and Iron Tail respectively. Over the moves, it's pretty simple, Outrage is STAB, Power Whip hits Azumarill and Hippowdon, Fire Punch hits M-Scizor and Ferrothorn, and last moveslot is if you want to hit Fairies harder or hit Heatran.

This set is quite out there but with its excellent special defence, access to curse, and rain dance + hydration, Goodra can make a surprisingly effective phasing tank. Curse boosts its defence and increases the power of dragon tail, and it doesn't care about the speed drops due to the negative priority anyway. With a curse under its belt it is extremely bulky on both sides of the spectrum, and rest+rain dance+hydration means it can shrug off pretty much any hit or status, prevent opposing set-up, and rack up large damage thanks to attack-boosted dragon tail, and hazard damage, all while keeping the opponent on the back foot. No other mon gets this unique niche as a bulky phaser which can boost attack and defence and have reliable recovery all at the same time. Obviously the set is walled by fairies so bear that in mind when building.

This is where it's at. Now you might think why use this over the rare mixnite who has similar coverage+priority? The main reason is that this can not only check serperior but also get a free attack boost alongside it allowing goodra to take advantage of the grass types in the tier this way. The move set allows you to kill chansey as long as its in the 50% range while also hitting stuff like bisharp and heatran for solid damage. You also hit tyranitar harder then you would otherwise which is cool. Fire blast hit mega scizor and ferrothorn for 4x damage, Draco meteor allows you to bop physically defensive pokemon such as rotom-w, landot and hippowdon and is your main stab attack. Last is power whip for hitting water types like manaphy for super effective damage expecting they can live a hit and tg for free. Spread allows you to always 2hko heatran with superpower but Earthquake can also be run if you dont mind chansey walling you. Speed allows you to creep adamant bisharp and other base 70's and outspeed max speed jolly tyranitar.

Infestation + Toxic allows Goodra to function as a reliable Stallbreaker WITH reliable recovery as well in Hydra+Rest to break Stall without being worn down through Status and attacks since it doesn't have access Taunt. A speedy+bulky spread is honestly the way to go since Infestation ain't hitting shit hard anyway.

Sub Goodra is able to set up on a good amount of special attackers and passive mons thanks to its natural bulk and Sap Sipper. With its remaining moveslots, it has Sludge Wave or Sludge Bomb to make sure that it's not setup bait for Clefable and other fairy types (Wave hits Clef harder and gets past Bulletproof Chesnaught if not running Flamethrower or Ice Beam, but the poison chance from Bomb is better for everything else). Flamethrower and Focus Blast hit steel types of course and the last spot can either be dedicated to Dragon Pulse for a good neutral attack powered by STAB, but Ice Beam is an option that, while weaker than D Pulse, hits stuff like Gliscor, Hippowdown and Zapdos hard while still hitting Dragons for SE damage. Muddy Water is an option when running Flamethrower to screw over Heatran while also beating Gliscor and Hippo.

Goodra be like Now Watch me Whip,but it ain't carrying dat shit. So I decided to make Salac Endure Goodra. Dis set takes advantage of physical mons like zard x at +1 or gchomp, Kyurem-Black, physical mons, etc. So u basically use endure and get salac berry up and if the mon is physical and gives contact it gets at -1 speed and ur at +1 and most of the time u outspeed unless they're at like +6 which ur screwed. Dis thing carries dragon pulse as a STAB to not get drops like Draco Meteor does. Then u get the choice of 2 filler moves to cover whatever ur team doesn't like. I like FlameThrower/ Sludge Wave since it covers majority of the OU tier.

General idea:
Thunder is a high base power move which deals serious damage under the rain and outside the Rain has a workable accuracy; Earthquake is there because -even with a Modest nature- damages badly Heatran. You can run even Focus Blast (replacing Earthquake) if you want a way to lure-in Ferrothorn.
Ice Beam is picked over Draco Meteor because it has better coverage and hit most of the relavant targets in OU for 2x o 4x supereffective damage (outdamaging the Dragon STAB this way).
Sludge Bomb is there to hit grass types and Faeries pretty hard even though they have a good special bulk.

Hydration can be used to protect our dragon from status condition but a check to Serperior is always useful.

Might want to replace or slash Earthquake with Focus Blast. A rain team could greatly appreciate a Ferrothorn lure and it still hits Heatran pretty hard.

You might want to change the EV Spread a bit, it's 14 EVs over. I think you meant 176 Speed and not 192 Speed.
