Okay I don't really get this. These rules are really not how these playstyles are built.
Stall: Each Pokemon may only use 1 Attacking Move that they do not get STAB From
Moves that Boost Attack, Special Attack or Speed are Banned.
That messes up SDef Dragonite, who needs Extremespeed and Earthquake to be effective. Assault Vest Regenerators like Tornadus-T, Slowbro/King and Tangrowth can of course only use attack moves. Lando-T runs Knock Off and Stone Edge. Mega Aerodactyl runs multiple coverage moves. The Porygon2 on Ajwf's stall team runs BoltBeam. And Stall teams can run something like CM Clefable, Crocune or Slowbro to break other stall teams or act as a win condition. Same with SD Mega Scizor.
HO: Recovery moves are banned
Status moves are banned other than: Stealth Rock, Spikes, Taunt and Boosting moves that boost Attack, Special Attack or Speed.
You cannot invest EVs or use a boosting nature in Defence or Special Defence.
HO teams have the option of running stall breakers like CM Clefable, who uses Softboiled, or Crocune who uses Rest. Taunt is also used, which is currently a disallowed move, and Substitute is used on a lot of things. Thundurus uses Thunder Wave to stop sweeps. Destiny Bond can be ran on Gengar. Will-O-Wisp+3 attacks is a good set for Mega Gardevoir. Healing Wish Latias is a thing, as is Memento Latios. The EV restriction also messes up bulky sweepers like Mega Scizor; the Bulky SD set in its analysis has the spread of 248 HP / 44 Atk / 116 Def / 100 SpD.
Rain: One Pokemon must have the move Rain Dance or Drizzle; and that pokemon must have the Damp Rock
One Pokemon must have Swift Swim or Rain Dish
Unlike the other rules, this is not restrictive at all. Every single good XY rain team has Politoed and one or even two Swift Swimmers.
Sun blows, no one uses it. Ninetales is awful and Y-zard hogs the sun for itself.
I'd also remove Tailwind. There really aren't dedicated Tailwind teams. Hail too. Hail is even worse than Sun, which is quite the achievement.

Hmmm...
I do want to keep sun, but I'm thinking of removing Balance and Gravity. Balance is to broad to be a playstyle and gravity, as Hollywood said, is gimmicky.
