This is a tier known for having an amazing hail meta, like people run mono ice, it was an amazing mesprit check Godly rapid spinner, rock setter and a honest offensive steel ice pokemon. It really deserves a high rank
 
Primape, it was consistently and it only had a slight downfall in usage and viability, but other than that it was/is one of the best scarfers in the tier.
