The ability to have great coverage, great team synergy, and great survivability under Hail seemed previously unheard of in Ubers Hail, let alone OU or even UU Hail.
Here I present a formidable team that combines type coverage with entry hazards, Stall, and of course... Hail.

The best Spiker in the game, since it can heal, and phaze. Deoxys-e is such a 1 time use, and it would only get 1 Spike at a time, Skarmary can take Heatran's Earthquake weakness, and Toxic stall foes, while being immune to Toxic herself. Skarmary with Occa berry means lead Rayquaza cannot kill Skarmary.
Abomasnow (M) @ Leftovers
Ability: Snow Warning
EVs: 192 HP/56 Spe/8SpA/252 SDef
Calm nature (+SDef, -Atk)

Counters Kyogre... And, it works great to rack up damage. Protect allows me to scout, like say vs. a Palkia, and check if it has Fire Blast, while Leech Seed makes Abomasnow survive in Ubers. Leech Seed + Protect also helps force switches, allowing for free heals and entry hazard damage to rack up.
Abomasnow works great for taking Garchomp's Earthquake, and can handle Kyogre Surfs, and Water Spouts, not to mention Abomasnow is a great way to ruin Thunder, as Hail removes Rain's Accuracy boost, while Abomasnow resists Thunder. Abomasnow is 1 Speed above standard Scizor's speed in Uber, and it can deal a quick Hidden Power [Fire], not to mention HP Fire does 60% on Forretress trying to Rapid Spin or set up Spikes.

Giratina has great synergy to this team, not just keeping Entry Hazards on the field, but it easy takes Fire, Ground, Water, Electric, and Fighting attacks thrown at teammates. Works great to finish off Deoxys-e, and Deoxys- A, and works better than Giratina and any other Giratina-O set I have used. Looks bad, but works very well.
Scizor and Forretress are also dealt with through Hidden Power Fire, which makes Giratina-o a great counter. Has surprisingly good survivability considering Hail damage, and lack of Leftovers. Shadow Sneak makes Giratina a great check to Mewtwo, especially when it comes in on predicted Thunders or Aura Spheres.
Heatran (M) @ Leftovers

EVs: 248 HP/8 Def/252 SDef

Without Heatran life would be harder. I needed a Steel not weak to Fire, but I didn't want Dialga because it can't take Dragon hits. Empoleon would simply be too weak, so I was left with Heatran. Heatran not only handles Dragon hits, but it can take Fire hits, and burns opponents through Lava Plume. Dragon Pulse is for Palkia, Kingdra, and Lati@s, but I am considering Hidden Power Ice for Garchomp, Salamence and Rayquaza switch-ins, as Rayquaza cannot be KOed by Dragon Pulse even with Stealth Rocks, but maybe I should just use more Special Attack?
Heatran also takes Shadow Ball & Dark Pulse/Crunch for teammates, allowing him to not only be a switch-in but a Phazer and Stealth Rocker all in one. He takes hits like a champ! A necessity.

Great Synergy! Takes Earthquakes, and Aura Spheres for Heatran, while Heatran handles Ice, Ghost, and Dark moves. Reflect aids the whole team, which only stacks with W-o-wisp from Giratina. Whirlwind racks up damage, which can be necessary vs boosters, like Bulk-up Dialga. A great asset to this team. Survives well even without a Rapid Spinner due to Roost, but more importantly Spikes immunity.
Mewtwo @ Leftovers
Ability: Pressure
EVs: 72 Def/252 Spd/184 SAtk
Timid nature (+Spd, -Atk)

Works wonders since making Mewtwo more offensive, and can still take hits. Mewtwo can take advantage of every weather barring sandstorm, but then again, its not like Tyranitar can handle an Aura Sphere, especially with all the entry hazards.
Aura Sphere his Dialga, and Tyranitar as well, while Thunder is when Lugia and Kyogre are under Rain conditions, otherwise Blizzard hits Lugia under Hail. Hail also negates the Sun, which allows for Mewtwo to have a 70% chance at hitting Ho-oh with Thunder, which does help in a jam.
*Team: Ubers + Entry Hazards + Hail Damage + Stall = Ubers Hail Stall.
Overall, I wanted a team that could handle the strongest of foes, while bringing them down gradually. I figured Hail is the first step, and Stealth Rocks would be necessary. I almost opted for Toxic Spikes, but after seeing the amount of Steel, Flying, and Levitating types, I knew W-o-wisp on Giratina would be a better choice, especially since Ho-oh is the only seen Pokemon immune. Next up, I realized without Spikes, this team wouldn't deal enough damage, and I would be too much on the Defense. I decided to get Spikes as quick as possible was a sure-fire to weaken my grounded enemies, especially ones resistant to Stealth Rock like Garchomp and Dialga.
Overall, I hope you see that I tried to mix a combination of Stall, coverage, and defensive play to end-up with a unique, yet formidable team to use.
I challenge you to try it and see how well you fair, you may be surprised, as even without Rapid Spin, this team performs quite adequately.
