Groudon is my lead pokemon. Since its my lead Chesto Berry is great for surviving from lead Darkrai. Since Groudon is such a good suffler I had to change it from thunder wave. Dragon Claw & Earthquake give it amazing type coverage able to put dents in many uber pokemon.Stealth Rock is must move that also greatly damages LugiaHo-Oh, ect. Its Ev spread and nature give groudon plenty of bulk even adding to its base defense of 140.

The Phoenix is reborn from the ashes! With a life orb pumping its attack. Ho-Oh is a gangsta under the sun with Sacred Fire as it stab,it also gives 50% of burning a foe. Substitute and Roost make good additions to its set. With Life Orb recoil plus Substitute damage will add up to too much passive damage, Roost can help keep Ho-Oh's health up.

Power Gem
Palkia makes a super revenge killer. Palkia can do huge amounts of damage to any pokemon without a orb or another boosting item. Since Palkia is scarfed it can outspeed a Rayquaza. Spacial Rend has greater reliability than Draco meteor and I doesn't affect stats. With Fire Blast gives Palkia more dependability, as it allows Palkia to sweep well in sunny weather.

I need a rapid spinner especially when you hve a pokemon with a 4x weakness to stealth rock. Payback is useful for putting a dent into Ghosts like Giratina that switch in to block Forretress' Rapid Spin, since Forretress is like the absolute slowest pokemon in Uber/OU its power always get doubled.
A move I am thinking of replacing is explosion, its a good move when Forretress has low health and I just Explode all over the place but, sould I replace it for an Earthquake and put a dent in to heatrans or something.

I can't beleive its not butter. Latios has some of the best type coverage in the game. It has monsterous special attack after a Calm Mind. Soul Dew is good for boosting its already decent special attack and special defense. With Recover, Latios restores his health back into usability, ready to take something else down.
For Latios, I am thinking if I should get rid of grass knot which could kill a foe's groudon and replace it with a Thunder and can take on Kyorge but, Thunder accuracy is inaccurate but in the sun its very unreliable.

Tangrowth is a good for my Sunny Day team. Tangrowth has Chlorophyll backing up his poor Speed under the sun, but also has base stats of 100 Attack and 110 Special Attack. Sunlight support is recommended as Tangrowth is a menace in the sun with the given moveset, boosting its Speed to 422.
 
First of all, I would recommend you expand on your descriptions, as you are in risk of getting locked. Onto the rating:

Your team is quite weak to Rayquaza and Ho-oh. He can come in on your Tangrowth or Wobb can Encore something like Bulk Up from Dialga or Earthquake from Groudon and proceed to set up Dragon Dance or Swords Dance. I recommend a revenge killer, and that would be Scarf Palkia over Dialga:

This set allows to revenge DD Ray without too much trouble, and SD Ray if you are at full health and SR isn't set up. Thunder, Draco Meteor, Outrage and Power Gem are your own pick, Thunder helps against Kyogre, Draco Meteor OHKOs Darkrai, Outrage (Run Hasty ONLY if you are using Outrage) if you want a physical attack and Power Gem can help you revenge Ho-Oh that could cause you problems if you let it in (Usually via Forretress).

I'll also recommend some moveset and EV changes:
For Groudon: I would suggest that your change Thunder Wave to Roar, since heaps of things can easily obtain a game-breaking setup using Wobbuffet, and Groudon is probably one of the best phazers in Ubers (Apart from Lugia and Giratina, I guess).

For Ho-Oh: Ho-Oh received Brave Bird from HG/SS, so I would definitely recommend that over Earthquake. With it, Ho-oh can OHKO offensive Kyogre (outspeed and 2HKO defensive versions), Palkia, Lati@s and other Ho-Oh, something Earthquake cannot do. Fire/Flying has great offensive synergy in Ubers, only resisted by Tyranitar and Heatran (TTar would hate a Burn, and Heatran can be stalled out if it doesn't have HP Rock). As for EVs, 64 Speed EVs aren't necessary, instead use 224 HP/252 Atk/32 Spe (Adamant) for more bulk and and HP that is a Life Orb number.

For Forretress: Remove Stealth Rock from it. You already have Groudon setting SR, so I see no point of having on Forry as well. Replace it with Spikes or Toxic Spikes (Whichever you feel better with, I like Toxic Spikes more). I'd also recommending changing the EVs to 252 HP/4 Atk/252 SpD with a Careful nature, as he really needs to the Special Defense, because he doesn't have much.

For Latias: I'd suggest replacing Grass Knot with Thunder, just so when you switch into Kyogre to take Water Spout, you are not in the complete mercy of Steels like Metagross and Scizor.

For Tangrowth: I'd suggest changing the set to a Swords Dancing set, to fully take advantage of the sun:

The EVs allow you to outspeed Scarf Heatran (Which is just whatever anyway). This set gives a bit more an insurance against SD Ray and Ho-Oh, as you can take an Extremespeed and Retaliate with Rock Slide or Sleep Powder accordingly. Tangrowth's offenses aren't bad, but without boosting, they are quite mediocre for Ubers standards. So, I'd recommend this set as it takes full advantage of his movepool (Swords Dance) and his boosted speed.

Why Earthquake on Ho-Oh? Brave Bird gets STAB plus a 20 base power higher than EQ. You Roost off any recoil so whats not to lose?

I think he/she is new to Smogon, and just reading off the analysis which is not updated with the HG/SS changes yet.
 
why do u have chesto on groudon why not lum
You use Chesto so you can Twave Darkrai without it tricking scarf onto, locking you into Twave and giving them a perfect health/status Darkrai. This way you at least stick the paralyze without making yourself vulnerable to Dark Void.

I suggest running a Careful nature instead. And whats with the 40def/60def evs? I suggest you fix them up for easier understanding. I second the changing of Grass Knot>Thunder on Latias because if you want to deal with Kyogre, Rain automatically comes out and Thunder then obtains perfect accuracy. But if are still troubled by Thunder because you are mainly in the sun why not try Thunderbolt instead?

Groudon's -Speed nature is to guarentee sun against Kyogre leads. You don't really care about going first with a Groudon unless its RP or SD so making sure you get sun up vs Kyogre leads is better.
 
Actually, you do care about Groudon going first, because Earthquake 2HKOes Dialga leads, who also 2HKO you with Draco Meteor. You might as well accept that you're going to lose the weather battle to Kyogre, who doesn't care about Speed since it loses to Dialga anyways. But it doesn't matter much in the long run.

With Stealth Rock on Groudon, there's no reason you should have it on Forretress also. Get Spikes on Forretress, because Spikes are more useful for offensive teams such as this one. You don't really need to change the EV spread, since a physically defensive spread has its merits, enabling easier switch-ins to Groudon, Garchomp, and Scizor, among others. It also works well by trapping Rayquaza's on Outrage and going boom.
