what prevents someone from loading 10 moves on a mon but only clicking 4 during the game?

To prevent anyone from cheating on the moveslots, players will have to challenge with the following command:
/challenge [user], gen8ubers @@@ !obtainable abilities
or /challenge gen8ubers @@@ !obtainable abilities (if you write it directly into your opponent's PM box)
