There's actually not that many mons besides Silvallys for NU. Once they take their pick there'll probably be about 25 for PU (again not counting Silvallys) and that's it. Wobbuffet might even get a shot at viability lol. But here are few highlights:
Rotom-Fan and Rotom-Frost. These two with Boots should be interesting.
Abomasnow. Hail in lower tiers, some things never change. Should be fun with Rotom-Frost backing it up.
Arctozolt and Arctovish. No love for Ice types as usual by Game Freak (barring our boy Garm). And then Slush Rush drops when Home comes out and NU gets stuck with these two ripping everything apart until they get out of Alpha. Hmm.
Beartic. Oh boy is Hail looking good.
Eiscue. "This time, THIS TIME I'll be broken I swear!"
Dubwool. UNLEASH THE ATTACK SHEEP
Falinks. Rip turns out self trapping is bad.
Klinklang. The OG Shift Gear user is still bad.
Toxicroak. Really? I've heard posts praising this mon in every tier. One for NUBL I suspect.
Vikavolt. Guess what? Webs. Have fun in Alpha.
Swoobat. Home is dropping, this getting Simple, and the whole tier is ded.
Scrafty. Sounds fun.
Cursola. When your prevo is just about out of OU but you can't get love anywhere.
Piloswine. More Ice types, but with Stealth Rock!
Sandaconda. Probably the best rocker, but there are a couple of options.
Morgrem. This can do similar stuff to Grimmsnarl in OU, but bad because it has to hold Evolite and Aurora Veil is a thing.
Various Silvally formes. Just use them to patch up any holes in your team.
Edit:The 2 Hitmons are the only viable FE spinners in NU. That leaves PU with Galaran Mr Mine (assuming that doesn't end up in NU), Steene and Carkol as NFE spinners, various LC mons and... Delibird. You can see what I mean when I say PU is going to be short on mons.
Edit 2:Noctowl and Unfezant look like the only Defoggers in NU until Home drops. Oh boy. PU is going to need to really lean on that NFE list.

One of rotom-mow redeeming qualities is the partnership it forms with dracovish. It abuses almost every mon that's used to switch into Vish
 
My bivalve boi finally gets his redemption arc in OU history, after many IcicleSpears high rolls+crit, after he reveals Focus Sash and you ragequit, after you got suprised because this thing OHKO Clefable after SS, after you tried to stop this entity with Pex or Aegis and got flinched 2 times with the King of the Rock Blast hes finally get it. Congrats Cloyster, i hope you can destroys more hopes and dreams with hax and rolls on Ladder Matchs, flinches Seismitoad and Pex and never battles Ditto. How many congrats this warrior deserves?

Can.... can we talk about this? I know that when a Pokémon gets added mid-generation (which has happened in the past with event legendaries), it typically starts at OU and has to work its way down. But I think that Slowpoke-Galar is different. While it is true that most Pokémon, at the start of a generation, have to begin at OU and work their way down, there is an exception to this rule: NFEs. NFEs are, by default, allowed in all tiers and have to work their way up, not down. We seem to be treating Slowpoke-Galar as being fully-evolved simply because it cannot yet evolve. But I'm going to argue to the contrary. It absolutely *can* evolve. It's just that the item needed to make that evolution possible isn't obtainable yet. But in the game's code? It probably says something like this (not that Pokémon is written in Java, but you get the point):

We know it has a "canEvolve" value of "true" because it can use an Eviolite. For this reason, I'm going to suggest that we classify it as an NFE. This means allowing it in the bottom tiers (unless it ever actually does see enough play in an upper tier), as well as legalizing it in LC. We all know that Slowpoke is gonna end up at the bottom of the tier list anyways, so why not cut to the chase? It's clearly programmed as an NFE. Maybe we should be treating it like one.

No. Until code for its evolutions themselves exist within the game’s code, it will be treated as a fully evolved Pokémon.

I guess I just don't understand this line of thought. Game Freak is clearly treating it as an NFE (note that it can use an Eviolite). So why can't we? Just because its evolutions aren't yet obtainable? Again, if we're gonna go that route, then maybe we should disallow it from using an Eviolite. After all, as far as Smogon is concerned, it's fully-evolved! It doesn't need an Eviolite! I hope this scenario sounds as ridiculous to you as it does to me...

I am going to raise a more interesting question, since NFE start off from the lowest tier by default, how are we going to deal with the waves of competitively viable ones that are going to come with each update (most notably Chansey and Magneton, which have already been confirmed for IoA, but also some unconfirmed ones like Porygon2 or Gligar)? Just quickbanning them from the tiers that can't handle them?

That will most likely be the case. Quickbanning + upper tier usage should handle them.
