I think that untierable stuff like Ditto or Torkoal has already jumped from ZU to OU in very specific occasions, when the OU meta was favourable
Maybe Quagsire as well? Definitely one of the biggest that feels more “grassroots” to some degree. Something like Torkoal makes sense because it just depends on how popular Sun is in a given moment, whereas the spider has been around 3 gens before OU decided to use it as a web setter to this extent.

There was a tier shift in SM where Gastrodon rose from PU to OU
The prophecy has been fulfilled. All of the guaranteed rises rose. As foretold, the almost guaranteed rises and stay, the extremely likely rises and stays, and very likely drops all happened. Of the very likely predictions, only Sneasel-Hisui defied its very likely fate of rising to ZU, which can be chalked up to "ZU ladder". Of the likely changes and stays, only Copperajah and Weezing defied rises, and Ninetales-Alola managed to drop, though just barely. Metagross, Politoed, Primeape, Sableye, and Snorlax evaded dropping, the last three all being part of the low-activity ZU ladder crowd. Araquanid, Blissey, Conkeldurr, Raikou, Delphox, and Farigiraf all made possible rises into realities.
