I strongly doubt that Swift Swim will be unbanned. Omastar and Kabutops are still ridiculously good sweepers, and there's far too much else to deal with in the lower tiers - particularly UU - to even consider re-introducing any new threats at this point. IMO, with the volatility that OU has - and by extension UU - it's unlikely that much is gonna get unbanned in the lower tiers this generation. It wasn't this bad in Gen 6 I don't believe. I'm not a tier leader or council member though, so I can't speak for them.

Hoopa-U was automatically banned to BL. Mega Gardevoir is pretty fun to bust through Stall with though due to taunt to stop Blissey and Hyper Voice busts through everything else.

Nope. Mega Garchomp is OU by technicality.
What’s the difference between BL and OU by technicality? Is Smogon just refusing to admit the mega is worse than the base?
The base form is OU, and you have to use the base form to use the Mega. That's how it differs from BL.
BL is banned from UU or "Borderline". OU by Technicality means that the base form is OU but the mega doesn't get enough usage to be OU and can't drop down to UU. Obviously some megas are worse then the base forms, Smogon isn't trying to deny that at all.

No: The fact is that BL is a bannlist of all the pokemon that should be UU because of their low usage in OU, but are too powerful for UU. Therefore, the pokemon should be banned from the UU tier before being listed as BL, and because the mega aren't usable in UU at all, then you have to be using their base form, who is in OU by usage, these mega aren't banned from UU, and can't be put in BL.
Kinda forgot that since you would need the base form to use the stone you could technically use chomp in UU LOL
So, will they stay in OU next update or will they be dropped? I get that they aren't in BL because you can't use them in UU at all due to their base formes being banned, but I think the OU usage cutoff should be given as a requirement for those Mega evolutions too, if we go the route 3.41% usage = OU.
Wouldn't it be possible to place them in BL
a) in form of a UU quickban because at least Zam won't be worse than it's normal form for sure or
b) placing them in OU by techniciality like we do with Garchomp

UU has decided to ban Alakazam and Gyarados, thus putting the two in BL. When they're banned, their megas are too regardless of whether or not they were ever usually in the tier. Banning a Pokemon with a mega evolution automatically means banning use of the said same Pokemon with its mega stone, and nothing else makes sense. If Mega Alakazam and Mega Gyarados were UU by the time Alakazam and Gyarados were banned (ignoring how weird it would be that the megas weren't then looked at for the sake of my point), then no one would have said the megas should have moved to OU instead of BL simply because they weren't the ones actually getting banned.
It makes sense with Mega Latios and Mega Garchomp to have their megas listed in OU because Latios and Garchomp are there. It makes no sense with Mega Alakazam and Mega Gyarados to be OU when their base forms are BL. This seems like a no brainer to me.
The reason it hasn't been done, I assume is just because whichever tool Antar is using to determine drops doesn't check BL tiers, it checks the tier below, in this case UU, which isn't an issue from a practical perspective anyways.

TheCtes, I'm not sure what's going on with Mega-Alakazam and Mega-Gyarados. My scripts *should* have put them both in BL.
