Togedemaru can resist Rotom-Frost's STABs, and pivot into a Volt Switch to block it or comfortably eat a Blizzard and U-turn back out safely in fear of Will-O-Wisp. Switching into Will-O-Wisp greatly cripples it however.

Scarfed Primeape is a check to bulky defog Frostom. Primeape (being faster than frostom, could also run band and kill it but I chose the scarf set because its more common) revenge kills Frostom reliably because it can destroy it with a base 120 power, STAB CC.

Lycanroc is a check to (not really that bulky) Rotom-Frost as Lycanroc bops it with one Stone Edge, potentially creating an opportunity to set up. Obviously you don’t switch in safely but ya know, check not counter.

Specs Mane (the underrated set kinda) is a check for Rotom-Frost. In a situation where Rotom attempts to Volt Switch after defogging, you bring in Mane, who is immune to Electric via Lightning Rod and it gets a spatk boost. Rotom guaranteed dies to either Flamethrower or Overheat or you force it out. The switch-in will not appreciate Volt Switch or Thunderbolt.

Simisear is able to check Rotom-Frost. It is able to switch in pretty well on Blizzards and Wisp but Volt Switch has the chance of 2HKOing it because this monkey is frail af. It can revenge kill nicely and obviously Fire Blast burns the freezer to death.

Combusken is an uncommon but perfectly capable check to Rotom-Frost. On a clean switch, Combusken can scare it out and gain a free Speed Boost in the process or just use Protect if it stays in, which can prevent Volt Switch or even Defog for one turn so you can outspeed it on the next turn. You also switch into Blizzard if you're into those plays.
